JOINT MEETING
ft6CSNTON UNIFIED SCHOOL DISTRICT
January 28, 2013
TITLE: EAST PLEASANTON SPECIFIC PLAN
RECOMMENDATION
This is an informational report. No action is required.
SUMMARY
In August 2012, the East Pleasanton Specific Plan Task Force started work. Since that
time it has discussed several background and informational reports and recently
submitted a draft working Vision Statement for the City Council's consideration. The
Task Force is about to start drafting land use and circulation options that will be
analyzed and refined over the next several months. Following the completion and
review of a Draft Environmental Impact Report and additional public input, adoption of
an East Pleasanton Specific Plan is anticipated in 2014.
BACKGROUND
The preparation of an East Pleasanton Specific Plan is called for in the City's General
Plan. In May 2012 the City Council approved the formation of an 18-member East
Pleasanton Specific Plan Task Force, which has met five times since August 2012.
Following an orientation meeting, the Task Force has focused on learning about the
East Pleasanton area with a field trip, discussions of opportunities and constraints, and
reports on traffic conditions, an economic and market assessment of the area, and an
environmental baseline report. During the last three Task Force meetings, the group
has also focused on creating a Working Draft Vision that will be used to guide the
preparation of the East Pleasanton Specific Plan (Attachment 1).
DISCUSSION
The preparation of the East Pleasanton Specific Plan will generally follow these steps:
• Background information gathering
• Opportunities and constraints analysis
• Decide on major objectives or vision statement
• Draft a range of options (land use and circulation plans) for development and
conservation
• Test options against how they meet objectives (traffic analysis, fiscal analysis,
sustainability, etc.)
• Revise options and recommend a preferred plan
• Preparation of draft Specific Plan and EIR documents
• Additional public review and City Council action
