BACKGROUND <br /> The City's water distribution system includes storage reservoirs, pump stations, <br /> pressure reducing stations and pipelines within eighteen pressure zones. The largest of <br /> these, the "lower zone" includes the central, flat part of the City below an elevation of <br /> 390 feet and serves approximately 80% of the community, including almost all <br /> commercial water demands. The other zones serve smaller areas and include the <br /> Bonde zone, the Ruby Hill upper and lower zones, the Kottinger Ranch zones, etc. The <br /> recommended project will benefit both the lower zone and the Bonde upper zone. <br /> As part of the City's water system maintenance efforts, the Four Year Capital <br /> Improvement Program (CIP) includes funding for ongoing annual water system <br /> maintenance that focuses on replacing aging water mains that have a potential for <br /> breakage and leaks. Water main replacement projects are selected by the City's <br /> Utilities Division based on a combination of several factors such as: past records of <br /> maintenance; water quality issues; anticipated service life of the facility; roadway <br /> maintenance schedule, etc. The recommended project is high priority due to the poor <br /> condition of the existing 12' cast iron water main installed in the micl-1950's and the <br /> benefits of completing the work prior to beginning the Vineyard Avenue resurfacing <br /> project scheduled for next summer. The project will improve water quality in the area by <br /> providing better blending of water sources. <br /> The project involves installing new fusible 8" and 12" PVC water lines on Vineyard <br /> Avenue between Adams Way and Bernal Avenue, replacing existing water service <br /> laterals and fire hydrant lines, and completing pipe line upgrades required for the <br /> Vineyard Avenue pump station. <br /> At the conclusion of the project, some of the residences along Mavis Drive, Ewing Drive, <br /> Vineyard Avenue and Zwissig Court now served in the lower zone will be served by the <br /> Bonde upper zone, which will result in increased water pressure at the street. <br /> Addressing this situation requires the installation of a pressure regulator and a new ball <br /> valve at each of the affected residences to control the water pressure entering the <br /> house. Staff is in the process of acquiring a pressure regulator installation agreement <br /> with each of the affected residences and will install the equipment at no charge to the <br /> owners. <br /> Completing this project requires soils testing which will be performed by ENGEO, one of <br /> the City's on-call soils testing consultants. The soils testing cost is estimated at <br /> $15,700. <br /> DISCUSSION <br /> Bids <br /> Sealed bids for this project were opened on December 17, 2012. A total of eleven <br /> responsive bids were received ranging between $498,603.30 and $752,877.00 (see <br /> Attachment 1, Bid Summary). The low base bid amount is approximately 91% of the <br /> engineer's estimate of$550,000. <br /> Page 2 of 3 <br />
