Mary Bean <br /> HOPE VI Residential Project EIR/EA,City of Richmond,CA., HOPE VI - a federal program administered by <br /> the Department of Housing and Urban Development -targets severely distressed public housing and offers <br /> grants to allow demolition or renovation. The proposed project entailed the demolition of 237 existing units <br /> and the construction of 301 new units of public housing. Managed the preparation of this combined EIR/EA. <br /> As part of the redevelopment project, local streets were improved for greater access and circulation. <br /> New Farm Master Plan EIR,County of Contra Costa,CA, The project entails the preparation of an EIR for this <br /> landmark project that is located outside the boundary of the existing urban limit line (ULL).The project is highly <br /> controversial because of its implications for other development projects on the urban fringe.The project is <br /> being watched regionally because it proposes a new land use designation—Tassajara Rural Mixed Use—that <br /> would allow the development of clustered rural residential uses alongside agriculture and other land use <br /> components,without requiring adjustment of the ULL. In addition to the rural residential component,the <br /> project also includes an agricultural learning annex,community center, religious facility, cemetery,fire training <br /> facility, and road side farm stand. <br /> John Muir Medical Center Campus Master Plan EIR,City of Concord, CA., This project entailed the <br /> preparation of the EIR for the seismic upgrade and expansion of the John Muir Medical Center campus, <br /> including a new hospital tower to house the Cardiology Center of Excellence,and phased development of three <br /> additional campus locations.The project was undertaken in part to meet state-mandated seismic safety <br /> standards of Senate Bill 1953. Critical issues included traffic impacts, loss of Heritage trees, demolition of <br /> several structures that potentially qualified as historic resources,and noise from proposed helicopter service. <br /> Mary advised the city and applicant on approaches to complete work on an accelerated, aggressive schedule <br /> to better ensure that elated projects could proceed during the environmental review. <br /> San Ramon Valley Fire Station,County of Contra Costa,CA., Directed the analysis of a proposed new 9,400 <br /> square foot fire station in the unincorporated community of Alamo in Contra Costa County. Critical issues <br /> being investigated in depth include neighborhood compatibility and traffic/pedestrian circulation issues.The <br /> project has generated significant community controversy because of noise impacts associated with this type of <br /> use.Worked closely with the Fire District and the County to complete the project within a short schedule. <br /> Roddy Ranch Annexation and Master Plan EIR,City of Antioch,CA., The preparation of a Programmatic EIR <br /> for this project, which entailed the annexation of 850 acres into the City of Antioch.The annexation was a <br /> product of Measure K, a voter initiative that directed the city to annex and develop the property. The site, in <br /> the foothills of Mt. Diablo, included significant areas of sensitive habitat as well as listed species;the <br /> protection of these required the establishment of a resource management plan. The Programmatic EIR <br /> provided a framework for subsequent analysis at a project level of review for the construction of 600 <br /> residential units, 100 multi-family units, a hotel,and neighborhood commercial uses. <br /> Pantages Residential Development EIR,County of Contra Costa, CA., Pantages Bay,a proposed residential <br /> community with individual docks and deep water access, is located in unincorporated eastern Contra Costa <br /> County. The project proposes to build 229 water-oriented, detached residential units. The project includes <br /> restoring bank habitat on the site as well as in adjacent areas, ultimately creating emergent marsh and <br /> seasonal wetland habitat. Additionally,a vernal pool would be created at an off-site mitigation bank off site to <br /> compensate for on-site loss. Directed the preparation of an EIR to assess potential impacts, including noise, <br /> traffic, site hydrology,and potentially adverse effects to sensitive species such as the Delta smelt. The EIR <br /> provided environmental review for all discretionary approvals necessary for the project and served as the <br /> primary document used in the formulation and implementation of a mitigation monitoring and reporting <br /> program. Construction of new levees was to have included extensive, noisy pile driving. In conjunction with the <br /> applicant. <br /> Alamo YMCA Campus EIR, Contra Costa County,Alamo,CA., Oversaw the preparation of an EIR for this <br /> project, which involved the construction of a new 40,300 square foot YMCA facility on an undeveloped 12-acre <br /> site in the town of Alamo.
