A detailed analysis and discussion of <br /> the proposal is included in the attached Planning Commission staff report dated <br /> November 28, 2012 (Attachment 4). <br /> The concerns expressed by the adjoining residents to the east, the Greenes, were <br /> addressed in the staff memo dated December 12, 2012 (Attachment 4). The Planning <br /> Commission recommended additional conditions to ensure that the proposed <br /> development would: 1) maximize the view corridor to the Pleasanton R dge through the <br /> flexibility of home placement as viewed from the Greene's property, 2) minimize privacy <br /> impacts by increasing the setback and planting additional landscaping near the common <br /> property line with the Greenes, and 3) require construction-related vehicles to be parked <br /> on site and a flagman directing construction traffic when a construction vehicle is to <br /> park/stop on Sycamore Road. <br /> PUBLIC NOTICE <br /> Notices regarding the public hearing were mailed to the surrounding 'property owners <br /> and tenants within a 1 ,000-foot radius of the project site. At the time this report was <br /> prepared staff had not received any additional comments or concerns. <br /> ENVIRONMENTAL ASSESSMENT <br /> An Environmental Impact Report was prepared and certified for the North Sycamore <br /> Specific Plan. The California Environmental Quality Act (CEQA) specifies that individual <br /> residential development projects that are prepared pursuant to the requirements of an <br /> adopted specific plan, for which an EIR has been prepared and certified, are exempt <br /> from additional environmental review. The proposed development conforms to the <br /> NSSP. Therefore, no environmental document accompanies this report <br /> CONCLUSION <br /> The proposed density meets the NSSP density requirement. The proposed lot size <br /> exceeds the minimum lot size required by the NSSP. The project site is relatively flat; <br /> thus, grading would be at the minimum. The proposed design of the homes would be <br /> compatible with the surrounding homes and meets the required site development <br /> standards in terms of setbacks and building height. With the proposed conditions, the <br /> proposed development would minimize the impacts to the adjoining residents.
