Pleasanton Ridge, and building height. The Commission continued the hearing and <br /> requested story poles be erected on Lots 1-3 to demonstrate the proposed building <br /> heights. The Planning Commission also requested clarification from staff concerning <br /> the NSSP and whether the specific plan restricted the construction of two-story <br /> buildings. <br /> Prior to the December 12, 2012 hearing, Planning Commissioners visited the site and <br /> viewed the story poles from the Greene's property. <br /> On December 12, 2012, the Planning Commission held a subsequent hearing. Staff <br /> summarized the NSSP relating to references to building height and privacy and <br /> concluded that one-story homes can be considered to reduce view impacts, but are not <br /> required. <br /> After hearing public comments, the Commission modified the conditions of approval as <br /> follows: <br /> o to allow staff flexibility in moving the homes on Lots 1 and 2 to the south in order <br /> to maximize the view corridor between Lots 1-2 as viewed from the Greene's <br /> property. <br /> o to allow 8:00 a.m. — 5:00 p.m. construction hours if all homes are to be construed <br /> at the same time. If homes are to be constructed individually, the construction <br /> hours would be limited to 9:00 a.m. — 4:30 p.m. <br /> o to shift the home on Lot 3 westerly or northwesterly to increase the building <br /> setback from the common property line with the Greene's. <br /> o to require a flagman to direct traffic if a construction vehicle needs to park/stop <br /> on Sycamore Road. <br /> o to plant additional landscaping on Lot 2 near the common property line with the <br /> Greene's to minimize privacy impacts. <br /> o to allow flexibility in the fence height (either six feet or seven feet) for the fence <br /> between the Green's and the project site. <br /> The Greenes expressed appreciation of the time the Commission spent on the project <br /> and the efforts the Planning Commission made to mitigate the privacy concerns and the <br /> proximity of the development to their property. Both the Greenes and the applicant are <br /> in agreement with the conditions as modified by the Commission. <br /> The Planning Commission recommended approval of the proposed PUD development <br /> plan on a 5-0 vote. Planning Commission meeting minutes (draft) can be found in <br /> Attachment 3. <br /> DISCUSSION <br /> The proposed PUD development plan is consistent with the North Sycamore Specific <br /> Plan and is appropriate for the subject site. The design of the homes includes detailed <br /> architectural elements that add visual interest to the elevations and the location of the <br /> second-story portion of the homes breaks the massing of the buildings. The proposed <br /> landscaping would provide a pleasant streetscape along Sycamore Road and preserve <br /> Page 4 of 6 <br />
