Approved plans and specifications, reviewed bids, awarded and authorized the City Manager to <br /> execute a contract with JFC Construction, Inc. in the amount of $342,607 for the Sports Park <br /> Concession Stand No. 3 and Bathrooms Replacement project, CIP No. 127034; authorized the <br /> Director of Community Development of approve and execute change orders not to exceed <br /> $34,993 and appropriate $377,800 from the Facilities Renovation Fund to CIP No. 127034 <br /> 9. Waived full reading and adopted Resolution No. 12-575 approving the use of Measure B Bicycle <br /> and Pedestrian funds and authorized the transfer of $715,989 of Measure B Bicycle and <br /> Pedestrian funds from CIP No. 017037, to the Valley Avenue Bicycle & Pedestrian Trail project <br /> ($12,500) and the Bicycle and Pedestrian Related Improvement project ($603,389) <br /> 10. Approved and authorized the City Manager to execute a professional services agreement with the <br /> Cultural Planning Group in the amount of $77,480 for the Cultural Plan Update; authorized the <br /> expenditure from the General Fund Contingency and approve the formation of a 14-Member Ad- <br /> Hoc Steering Committee <br /> Councilmember McGovern asked and staff confirmed that the Cultural Plan Update would look at all <br /> areas of the arts. She then expressed concern that not all areas appeared to be well represented on <br /> the Committee. <br /> Ms. Andrade-Wax explained that several Civic Arts Commissioners serve as representatives to at least <br /> two user groups. Other user groups are identified as key informants and stakeholders and all will have <br /> public input. <br /> Finance <br /> 13. Accepted the Monthly Disbursements and Investment Report for September 2012 <br /> 14.
