City Engineer Kirkpatrick supported Mr. Fialho's explanation and said he expected to see the project move forward in the 2016 timeframe. Councilmember McGovern asked if the Dublin Reimbursement for Future Projects and Doherty Valley Mitigation reserves are presently earmarked for any projects. Ms. Wagner said the Dublin Reimbursement for Future Projects reserve has been earmarked for the Staples Ranch project and Bernal Phase 2. Councilmember Sullivan requested clarification on this reserve. Ms. Wagner explained that the City put forward approximately $7.7 million for the construction of Dublin Boulevard and the associated interchange. As a result, Dublin has levied a fee on future development that is then reimbursed to the City of Pleasanton. To date, the City of Dublin has repaid approximately $3.9 million. Councilmember Sullivan asked and Ms. Wagner confirmed that the Transportation Development Act Grant for bicycle and pedestrian paths has been earmarked for specific projects. He asked if there are any unallocated reserves for bicycle lane improvements, particularly leading to West Dublin BART station. He suggested that future Council's keep the poor conditions there in mind when the mall decides to move forward with some of the high-density residential development. Mr. Fialho said the installation of bicycle lanes is now consistently included in the description of the City's annual resurfacing projects. Vice-Mayor Thorne noted there were no speakers. Councilmember Sullivan reiterated his earlier comments about keeping an eye on the larger picture and exercising caution in spending discretionary funds, and supported the idea of looking at the Community Park Acquisition Reserve for use on something like the Staples Ranch Community Park. MOTION: It was m/s by Sullivan/Cook-Kallio to adopt Resolution No. 12-579 accepting the 2011/12 FY Year-End Financial Report for the Capital Improvement Program Budget and Amend the 2011/12 FY CIP Budget. Adopt Ordinance No. 2053 amending the contract between the California Public Employees' Retirement System (CaIPERS) and the City of Pleasanton to include Section 20475 (Different Level of Benefits), Section 21363.1 (3% @ 55 Full Formula) and Section 20037 (Three-Year Final Compensation) providing a different tier of retirement benefits for new International Association of Firefighters Local 1974 employees Mr. Fialho presented a brief staff report, stating that the item is the second reading of Ordinance No. 2053, as required by CaIPERS, to implement the new retirement formula for Local 1974. He asked that the Council approve the ordinance and amendment to the contract implementing the second tier of retirement benefits. Vice-Mayor Thorne noted there were no speakers.
