City Engineer Kirkpatrick supported Mr. Fialho's explanation and said he expected to see the project <br /> move forward in the 2016 timeframe. <br /> Councilmember McGovern asked if the Dublin Reimbursement for Future Projects and Doherty Valley <br /> Mitigation reserves are presently earmarked for any projects. <br /> Ms. Wagner said the Dublin Reimbursement for Future Projects reserve has been earmarked for the <br /> Staples Ranch project and Bernal Phase 2. <br /> Councilmember Sullivan requested clarification on this reserve. Ms. Wagner explained that the City put <br /> forward approximately $7.7 million for the construction of Dublin Boulevard and the associated <br /> interchange. As a result, Dublin has levied a fee on future development that is then reimbursed to the <br /> City of Pleasanton. To date, the City of Dublin has repaid approximately $3.9 million. <br /> Councilmember Sullivan asked and Ms. Wagner confirmed that the Transportation Development Act <br /> Grant for bicycle and pedestrian paths has been earmarked for specific projects. He asked if there are <br /> any unallocated reserves for bicycle lane improvements, particularly leading to West Dublin BART <br /> station. He suggested that future Council's keep the poor conditions there in mind when the mall <br /> decides to move forward with some of the high-density residential development. <br /> Mr. Fialho said the installation of bicycle lanes is now consistently included in the description of the <br /> City's annual resurfacing projects. <br /> Vice-Mayor Thorne noted there were no speakers. <br /> Councilmember Sullivan reiterated his earlier comments about keeping an eye on the larger picture and <br /> exercising caution in spending discretionary funds, and supported the idea of looking at the Community <br /> Park Acquisition Reserve for use on something like the Staples Ranch Community Park. <br /> MOTION: It was m/s by Sullivan/Cook-Kallio to adopt Resolution No. 12-579 accepting the 2011/12 <br /> FY Year-End Financial Report for the Capital Improvement Program Budget and Amend the 2011/12 <br /> FY CIP Budget.
