BACKGROUND <br /> Measure F - Alameda County Vehicle Registration Fee (VRF) Program was approved <br /> by Alameda County voters in November 2010, with 63 percent of the vote. The fee will <br /> generate about $10.7 million per year for Alameda County by collecting a $10 per year, <br /> per vehicle registration fee. The collection of the $10 annual vehicle registration fee <br /> began in the first week of May 2011. <br /> The goal of the VRF program is to sustain the County's transportation network and <br /> reduce traffic congestion and vehicle related pollution. The program includes four <br /> categories of projects: <br /> • Local Road Improvement and Repair Program (60 percent) <br /> • Transit for Congestion Relief (25 percent) <br /> • Local Transportation Technology (10 percent) <br /> • Pedestrian and Bicyclist Access and Safety Program (5 percent) <br /> The local road improvement and repair program funds are administered by the Alameda <br /> County Transportation Commission as a pass through program distributed to <br /> jurisdictions based on population and number of registered vehicles. The remaining <br /> program categories are discretionary funds to be allocated to approved projects with <br /> geographic equity taken into consideration. <br /> DISCUSSION <br /> Staff has reviewed several projects that qualify for the Vehicle Registration Fee's Local <br /> Road Improvement and Repair Program and recommends that the Pleasanton VRF <br /> local road improvement and repair funding be used for the following projects: <br /> Ace Train Station Improvements <br /> A new northbound bus pullout has been added on Pleasanton Avenue at the Alameda <br /> County Fairgrounds and the existing southbound bus pullout has been reconstructed to <br /> accommodate standard size transit vehicles. In addition to the bus pullout, the ACE <br /> Train Station lot has been repaired and resurfaced to fix the deteriorating pavement and <br /> provide improved pedestrian and vehicular circulation. <br /> It was agreed between the three parties that the funding for this project is shared <br /> between Alameda County, The Fairgrounds and the City of Pleasanton, with Alameda <br /> County and The Fairgrounds paying for the bus stop improvements and the City of <br /> Pleasanton paying for the repair and resurfacing. The County created the plans and <br /> administered the contract. The lowest responsible bidder provided a bid of $508,800, <br /> with $180,000 for the repair and resurfacing work. <br /> The City used the lowest responsible bidder for a portion of the repair and resurfacing <br /> work, but was able to secure some of the work with an existing contractor as a change <br /> order (change order amount $50,964.70), which reduced the final Pleasanton cost to <br /> $119,016.46.
