c. Permanent Positions <br /> <br />As stated earlier, the City began evaluating current and planned vacancies in <br />December of 2002 in recognition of the upcoming budget process. During this <br />time period, staff also initiated some re-organizations that have resulted in <br />additional cost savings and operational efficiencies to the City. As a result of this <br />activity, approximately 7.5 authorized positions have been eliminated from the <br />operating budget. It is important to stress that many of these positions are either <br />vacant or will become vacant as a result of retirements over the next fiscal year. <br />The following is a summary of these changes: <br /> <br />Department of General Services <br /> <br />The Central Services Supervisor in the Central Services Division will be <br />retiring in 2003-04 and this position will be eliminated and the Division <br />reorganized. The City Clerk will assume supervision of the Central <br />Services Division, which eliminates the supervisory portion of the old <br />position. A part-time Senior Office Assistant will coordinate the <br />remaining responsibilities of the position. <br /> <br />Fire Department <br /> <br />· The Senior Office Assistant position left vacant in December 2002 will be <br /> eliminated, effective July 1, 2003. <br /> <br />In 1999-00 three firefighter positions were added to the LFPD budget to <br />provide coverage for vacancies due to illness and injuries. The cost of <br />these positions was shared with the City of Livermore on a pro rata basis. <br />In 2002-03 Livermore began paying the full costs of these positions, <br />resulting in a reduction in the number of full time equivalents paid for by <br />the City of Pleasanton. <br /> <br />Department of Public Works <br /> <br />In 2001-02, contract janitorial personnel assumed the duties of two vacant <br />custodian positions on a provisional basis in the Field Services Division. <br />Because the contract continues to provide quality services in a cost <br />efficient manner, the two vacant custodial positions will be eliminated, <br />effective July 1, 2003. <br /> <br />· The Administrative Assistant position left vacant in the Field Services <br /> Division in December 2002 will be eliminated, effective July 1, 2003. <br /> <br />As part of the reorganization of the Utilities Division in 2001-2002, the <br />next three vacant "journey-level" Utility Systems Operator II positions <br />will be reclassified to entry-level Maintenance Assistants. <br /> <br />xiv <br /> <br /> <br />
