b. Status of Limited Term Positions <br /> <br />For several years, the City has employed limited term employees in Development <br />Services, which includes the Departments of Planning and Public Works. These <br />employees are limited to five-years of employment with the City. Within this <br />five-year cap, their continued employment with the City is reviewed annually <br />based on performance and projected workloads. These positions were added to <br />the organization following the 1992-93 state budget crisis to enable the City to <br />address fluctuations in the economy and development arena without adding <br />permanent positions to the organization. The use of limited term employees is <br />reflected in the City's personnel rules and regulations and is agreed to by the <br />Pleasanton City Employees Association (PCEA). <br /> <br />Based on current and projected workloads, all but 1.75 FTE (2 employees) of the <br />City's 14.54 FTE authorized limited term positions (17 employees) are being <br />eliminated from the operating budget in fiscal year 2002-03, as follows: <br /> <br />Department of Planning and Community Development <br /> <br />Of the current 2.83 limited term positions currently authorized in fiscal <br />year 2002-03, it is recommended that only one Assistant Planner position <br />be extended through June 30, 2004. Although this position is shown in <br />both 2003-04 and 2004-05, the actual extension beyond June 30, 2004 will <br />be contingent upon a number of factors, including completion of the <br />General Plan Update, building activity and local economic conditions. <br /> <br />· The remaining limited term positions of Assistant Planner and Office <br /> Assistant will be eliminated effective July 1, 2003. <br /> <br />Department of Public Works <br /> <br />Of the current 11.71 limited term positions currently authorized in the <br />Department of Public Works for fiscal year 2002-03, it is recommended <br />that only a .75 Assistant Traffic Engineer be retained through June 30, <br />2004. This position will also work on the City's General Plan Update, <br />including the Traffic and Circulation Element of General Plan. Actual <br />extension beyond June 30, 2004 will also be contingent upon a project <br />completion and local economic conditions. <br /> <br />The remaining 10.96 authorized positions, which comprise the <br />classifications of Assistant Engineer II, Landscape Architect Assistant, <br />Public Works Inspector, Senior Office Assistant, Building Inspector and <br />Lead Building Inspector, will be eliminated effective July 1,2003. <br /> <br />xiii <br /> <br /> <br />
