No construction or demolition is proposed as part of the project. <br /> Special events and hospitality uses, such as music, entertainment, and bars are <br /> already allowed Downtown. The underlying zoning map establishing where these <br /> uses may be located is not proposed to change. Increases in occupancy above <br /> Code, such as the Fire Code, are not proposed. These types of events and <br /> commercial land uses were addressed in the Pleasanton General Plan and its <br /> corresponding EIR. <br /> The Pleasanton General Plan EIR required no mitigation/improvement measures for <br /> utility and service system impacts and deemed all utility and service system impacts <br /> without mitigation as being less than significant. <br /> The Housing Element and CAP EIR includes a mitigation related to utility and <br /> service system impacts. It states development facilitated by the Housing Element <br /> and its related General Plan amendments and rezonings could potentially require <br /> new or expanded water supply resources or entitlements. It requires that prior to <br /> the recordation of a Final Map, the issuance of a grading permit, the issuance of a <br /> building permit, or utility extension approval to the site, whichever is sooner, the <br /> applicant shall submit written verification from Zone 7 Water Agency or the City of <br /> Pleasanton's Utility Planning Division that water is available for the project. To <br /> receive the verification, the applicant may need to offset the project's water <br /> demand. This impact would be implemented as required. With this mitigation, this <br /> impact is deemed less than significant. The Housing Element and CAP EIR <br /> deemed all other utility and service system impacts without mitigation as being less <br /> than significant. <br /> The proposed project is not anticipated to create any new or additional impacts <br /> which have not already been studied in the Pleasanton General Plan and Housing <br /> Element and CAP EIRs.
