No physical changes, such as demolition, grading, trenching, or construction are <br /> proposed as part of the project. No housing units will be lost or created as part of <br /> the project scope and thus no replacement housing is necessary. <br /> Special events and hospitality uses, such as music, entertainment, and bars are <br /> already allowed Downtown. The underlying zoning map establishing where these <br /> uses may be located is not proposed to change. Increases in occupancy above <br /> Code, such as the Fire Code, are not proposed. These types of events and <br /> commercial land uses were addressed in the Pleasanton General Plan and its <br /> corresponding EIR. <br /> The Pleasanton General Plan EIR required no mitigation/improvement measures for <br /> population and housing impacts and deemed all population and housing impacts <br /> without mitigation as being less than significant. As noted in the Project Description <br /> above (see Section 2), the City of Pleasanton adopted a Housing Element and a <br /> CAP. The Housing Element and CAP EIR deem all population and housing <br /> impacts without mitigation as less than significant. <br /> The proposed project is not anticipated to create any new or additional impacts <br /> which have not already been studied in the Pleasanton General Plan and Housing <br /> Element and CAP EIRs.
