These regulations relate to patrolling parking lots, taking reasonable actions <br /> to inhibit loitering, shouting, fighting, retying of vehicle engines, rapid acceleration of <br /> vehicles, and trash dumping. These existing regulations are proposed to apply to Special <br /> Downtown Accessory Entertainment Uses, with the exception that in the Downtown <br /> Hospitality Transition Area, the hours match the times when quieter noise levels are <br /> proposed for Special Downtown Accessory Entertainment Uses.
