These types of events and commercial land uses were addressed in the Pleasanton <br /> General Plan and its corresponding EIR. The Pleasanton General Plan EIR <br /> required no mitigation/improvement measures for noise impacts and deemed noise <br /> impacts without mitigation as being less than significant. The Housing Element and <br /> CAP EIR identified significant and less than significant impacts for housing <br /> construction on the high density housing sites selected outside the Downtown <br /> Specific Plan Area. The Housing Element mitigation measures would be <br /> implemented prior to, during construction as required. With the implementation of <br /> these mitigation measures, these noise impacts were deemed of less than <br /> significant impact. <br /> No construction or demolition is proposed as part of this project. However, as <br /> shown in Table 2 (above), the noise level for Special Downtown Accessory <br /> Entertainment Uses is proposed to exceed 70 dBA in certain instances. For the <br /> purposes of determining the significance of this increase, an assessment of impacts <br /> in the residentially-zoned districts surrounding the proposed Downtown Hospitality <br /> Area was made by the project noise consultant, and is provided in Attachment A. <br /> Pleasanton Municipal Code: In general, the maximum allowable exterior noise level <br /> on residentially zoned property in Pleasanton is 60 dBA. There are day-of- <br /> week/time exceptions to this, such as for noise from construction, leaf blowers, and <br /> noise from commercially-zoned properties. The proposed project allows for a 4 dB <br /> increase in allowable noise level (70 to 74 dBA) for Special Downtown Accessory <br /> Entertainment Uses in the Downtown Hospitality Central Core Area but retains <br /> essentially the same (70 dBA) standard in the Downtown Hospitality Transition <br /> Area. The closest residentially-zoned areas to the Downtown Central Core and <br /> Transition Areas are across Peters Avenue. As proposed, if the allowable noise <br /> November 2, 2012 41 <br />
