GREENHOUSE GAS EMISSIONS <br /> ENVIRONMENTAL SETTING <br /> The BAAQMD encourages local jurisdictions to adopt a qualified GHG Reduction Strategy <br /> that is consistent with Assembly Bill (AB) 32 goals. AB 32 mandated local governments to <br /> adopt strategies to reduce greenhouse gas (GHG) emissions. Consistent with the <br /> objectives of AB 32, the City has adopted a Climate Action Plan to outline strategies to <br /> reduce GHG emissions to reduce emissions to 1990 levels by the year 2020.3 <br /> STANDARDS OF SIGNIFICANCE <br /> For purposes of this environmental document, an impact is considered significant if the <br /> proposed project would: <br /> • Be inconsistent with a qualified GHG Reduction Strategy. <br /> Less Than <br /> Significant <br /> Potentially Impact With Less Than <br /> Significant Mitigation Significant No <br /> issues Impact Incorporated ompact impact <br /> Greenhouse Gas Emissions <br /> Would the project <br /> a) Generate greenhouse gas emissions, either directly or n X <br /> indirectly, that may have a significant Impact on the <br /> environment? <br /> b) Conflict with an applicable plan, policy or regulation j X <br /> adopted for the purpose of reducing the emissions of <br /> greenhouse gases? <br /> DISCUSSION <br /> a-b. No physical changes, such as demolition, grading, trenching, or construction are <br /> proposed as part of the project. <br /> Special events and hospitality uses, such as music, entertainment, and bars are <br /> already allowed Downtown. The underlying zoning map establishing where these <br /> uses may be located is not proposed to change. Increases in occupancy above <br /> Code, such as the Fire Code, are not proposed. These types of events and <br /> commercial land uses were addressed in the Pleasanton General Plan and its <br /> corresponding EIR. The Pleasanton General Plan EIR required no <br /> mitigation/improvement measures for greenhouse gas emission impacts and <br /> deemed all greenhouse gas emission impacts without mitigation as being less than <br /> significant.
