P11-0824(Downtown Hospitality Guidelines),P12-0798(Pleasanton Municipal Code Amendments) <br /> Initial Study and Negative Declaration <br /> that would become unstable as a result of the project, <br /> and potentially result in on- or off-site landslide, lateral <br /> spreading, subsidence, liquefaction or collapse? <br /> d) Be located on expansive soil, as defined in Table 18-1-B ❑ <br /> of the Uniform Building Code (1994), creating substantial <br /> risks to life or property? <br /> e) Have soils incapable of adequately supporting the use of <br /> septic tanks or alternative wastewater disposal systems <br /> where sewers are not available for the disposal of <br /> wastewater? <br /> DISCUSSION <br /> a-e. No physical changes, such as demolition, grading, trenching, or construction are <br /> proposed as part of the project. <br /> Special events and hospitality uses, such as music, entertainment, and bars are <br /> already allowed Downtown. The underlying zoning map establishing where these <br /> uses may be located is not proposed to change. Increases in occupancy above <br /> Code, such as the Fire Code, are not proposed. These types of events and <br /> commercial land uses were addressed in the Pleasanton General Plan and its <br /> corresponding EIR. The Pleasanton General Plan EIR and the Housing Element <br /> and CAP EIR required no mitigation/improvement measures for geology and soil <br /> impacts and deemed all geology and soil impacts without mitigation as being less <br /> than significant. <br /> The proposed project is not anticipated to create any new or additional impacts <br /> which have not already been studied in the Pleasanton General Plan and Housing <br /> Element and CAP EIRs.
