AIR QUALITY <br /> ENVIRONMENTAL SETTING <br /> The Bay Area Air Quality Management District (BAAQMD) monitors air quality and <br /> administers permitting authority over most stationary emission sources within nine-county <br /> the San Francisco Bay Area. The standards for levels of ozone, carbon monoxide, <br /> nitrogen dioxide, sulfur dioxide, particulate matter (PM10), particulate matter - fine <br /> (PM2.5), sulfates, lead, hydrogen sulfide, and vinyl chloride have been set by both the <br /> California State Environmental Protection Agency and the United States Environmental <br /> Protection Agency. As of the writing of this document, the BAAQMD reports that the Bay <br /> Area is in non-attainment in levels of ozone, particulate matter (PM10), particulate matter- <br /> fine (PM2.5), and are undetermined for hydrogen sulfide and visibility reducing particles <br /> with respect to California State standards. For federal standards, areas of non-attainment <br /> include ozone and particulate matter - fine (PM2.5) (during the 24-hour period) and are <br /> undetermined in areas of nitrogen dioxide (during a 1-hour period), particulate matter <br /> (PM10) (during a 24-hour period)2. <br /> STANDARDS OF SIGNIFICANCE <br /> For purposes of this environmental document, an impact is considered significant if the <br /> proposed project would: <br /> • Conflict with or obstruct implementation of the applicable air quality plan; <br /> • Result in pollution emission levels above those established by Bay Area Air Quality <br /> Management District in either short term (construction related) or long term (traffic); <br /> • Expose sensitive receptors to substantial pollutant concentrations; <br /> • Create objectionable odors affecting a substantial number of people. <br /> Less Than <br /> Significant <br /> Potentially Impact With Less Than <br /> Significant Mitigation Significant No <br /> Issues Impact Incorporated Impact Impact <br /> Alr Quality <br /> Where available, the significance criteria established by the applicable air quality <br /> management or air pollution control district may be relied upon to make the following <br /> determinations.
