3. Lloyce Jaunkalnietis, Pleasanton resident, supports public noticing for CUPs <br /> which do not adhere to the guidelines. He also requested the Downtown <br /> Hospitality Transition Area by First Street include the first row of buildings. <br /> He expressed concern about music from a former business where Senro <br /> Sushi is currently located. <br /> 4. Linda Garbarino, Pleasanton resident, expressed concern about increased <br /> noise; the proposed hour regulations; outdoor events; increased parking <br /> demand; increased traffic; and policing of the program. <br /> 5. Staff received a voicemail message from Diane Boyle who stated that she <br /> resides near Barone's and she and her family support increased activities in <br /> the Downtown. <br /> 6. Melanie Sadek, member of the DHG Task Force, expressed support of the <br /> DHG as recommended by staff. <br /> 7. Peter MacDonald, member of the DHG Task Force, expressed support of the <br /> DHG as recommended by the PDA and EVC. <br /> At the November 14 Planning Commission meeting, three members of the public spoke: <br /> 1. Andrew Shaper, Pleasanton resident, expressed support for the objectives of <br /> the DHG; however, he is concerned about compliance. He requested <br /> additional language be added in the text requiring noise monitoring and <br /> recording of outdoor music by businesses. He requested residents be notified <br /> if an applicant is requesting a CUP modification. <br /> 2. Laura Olson, Pleasanton Downtown Association Executive Director, spoke in <br /> support of the DHG and the PDA-EVC recommendations. <br /> 3. Christine Bourg, Pleasanton resident and DHG Task Force member, <br /> expressed support for better business regulations. However, she stated there <br /> are many children in her neighborhood that may be impacted by the late night <br /> hours proposed on Thursday and their parents may be unlikely to attend <br /> these meetings or complain. She believes there will continue to be <br /> complaints in general. <br /> ENVIRONMENTAL REVIEW <br /> A principal purpose of the California Environmental Quality Act (CEQA) is to provide <br /> information to decision-makers and the public prior to decisions on projects. The <br /> Negative Declaration public comment period started November 2 and ends November <br /> 27, 2012. <br /> In accordance with the CEQA §15070, an Initial Study has been prepared for the <br /> project. The Initial Study concludes that there is no substantial evidence that the project <br /> may have a significant environmental effect on the environment, and correspondingly, a <br /> Page 9 of 11 <br />
