PUBLIC NOTICE <br /> Notice of this item was published in The Valley Times. Notice cards were also sent to: <br /> owners and tenants within the entire Downtown Specific Plan Area (shown in <br /> Attachment 2); the DHG Task Force; the PDA and EVC; and interested parties who <br /> contacted staff requesting such notice. <br /> In general, public comments received to date have been mixed, particularly with regard <br /> to balancing the interests of residents within the Downtown, and balancing the interest <br /> of residents and businesses in general. <br /> Concerns about the following were expressed by Downtown residents: <br /> ➢ Increased outdoor music near residential zoning districts <br /> ➢ Residents having to act as enforcement agents <br /> ➢ Increased vitality generating more noise, parking, litter, and loitering impacts <br /> ➢ The ability to provide adequate sound attenuation in some structures <br /> Downtown (e.g., older residential homes converted into businesses) <br /> ➢ Too many people in Downtown given its limited size <br /> There were also comments from Downtown residents expressing: <br /> ➢ Support more vitality and activity Downtown <br /> ➢ A willingness to tolerate occasional traffic and noise for easy access to <br /> activities <br /> ➢ A desire to live near an area with restaurants and music <br /> ➢ Increased vitality will increase residential property values <br /> During the process other comments included: <br /> ➢ Businesses should be treated equally <br /> ➢ Vitality should extend along Downtown's side streets <br /> ➢ Requests by property owners to have their property located in the Downtown <br /> Hospitality Central Core Area <br /> ➢ Evaluation (in the future) of the guidelines <br /> Public comments are reflected in the meeting summaries and written correspondence <br /> (Attachments 7 and 8). The DHG Task Force meeting summaries and written <br /> correspondence received during this meeting process are available at: <br /> http://www.ci.pleasanton.ca.us/business/planning/DH/hospitality-Agendas.html. <br /> At the time this report was drafted, staff had received seven additional comments which <br /> are summarized below. Written public comments are provided in Attachment 8. <br /> 1. Andrew Shaper, Pleasanton resident, requested hourly sound level <br /> monitoring by business owners, earlier cut off times, and lower noise levels <br /> than proposed. <br /> 2. Dr. John Futterman, Pleasanton resident, stated the decibel scale is <br /> logarithmic (not linear) and he believes the proposed noise level increase is <br /> significant.
