Furthermore, in the statement of reasons in support of the Initiative, it provides resources <br /> to clarify the definition of a housing unit, as follows: <br /> 4) Pleasanton should be consistent with the U.S. Census Bureau and <br /> State of California definitions of a housing unit when calculating the <br /> housing cap. <br /> In the Census Bureau's terms and definitions applicable to the Current Population <br /> Survey, a housing unit is defined, in relevant part,as follows: <br /> Housing Units -A housing unit is a house, an apartment, a mobile <br /> home or trailer, a group of rooms, or a single room that is occupied... <br /> as separate living quarters. Separate living quarters are those in <br /> which the occupants live separately from any other persons in the <br /> building and which have direct access from the outside of the building <br /> or through a common hall. (See Exhibit D.) <br /> Additionally,the Census Bureau's definition of housing unit also includes the <br /> following definition for group quarters: <br /> Group Quarters-A group quarters is a place where people live or <br /> stay other than the usual house, apartment, or mobile home. Two <br /> general types of group quarters are recognized: institutional (for <br /> example, nursing homes, mental hospitals or wards, hospitals or <br /> wards for chronically ill patients, hospices, and prison wards) and <br /> noninstitutional (for example, college or university dormitories, military <br /> barracks, group homes, shelters, missions, and flophouses). Group <br /> quarters may have housing units on the premises for staff or guests. <br /> (See Exhibit D.) <br /> California statutes and regulations do not provide a specific definition for the term <br /> "housing unit". The term is used most commonly when discussing ownership and rental <br /> affordable housing.J4 <br /> However, the California Building Code, which is adopted by the City and incorporated <br /> by reference into Chapter 20.08 of the Municipal Code, does have a definition for <br /> d_y_Lelligg unit, as follows: <br /> A single unit providing complete, independent living facilities for one <br /> or more persons including permanent provisions for living, sleeping, <br /> eating, cooking and sanitation. <br /> 34 See generally California Health&Safety Code§§33410 et seq.. 50692,51650 et seq.,and 52012.5, <br /> 22 <br />
