BACKGROUND <br /> In November 4, 2003, in response to an interest expressed by a group of residents, the <br /> Council authorized staff to begin studying the potential for the replacement, expansion <br /> and/or renovation of Kottinger Place, and Pleasanton Gardens which is a privately <br /> owned 40-unit affordable senior development located at 251 Kottinger Drive. To assist <br /> with this project, in February 2004, the Council approved the formation of a ten member <br /> Kottinger Place Task Force (Task Force). The Task Force's membership included 5 at- <br /> large members, 2 members from the Housing Commission, 2 members from the Board <br /> at Pleasanton Gardens and 1 member from the City Parks and Recreation Commission <br /> (Commission). In February 2010, the City Council amended the Task Force <br /> membership by adding one resident representative from both Kottinger Place and <br /> Pleasanton Gardens, an additional neighborhood member, and a city council liaison. <br /> DISCUSSION <br /> At its meeting of October 16, the City Council approved the Kottinger Place and <br /> Pleasanton Gardens Predevelopment Analysis Report and authorized continued project <br /> planning consistent with Task Two of the MidPen Housing Exclusive Negotiating Rights <br /> Agreement. To assist with this phase of the development, staff anticipates continued <br /> involvement with the Task Force to develop project design, financing, tenant relocation, <br /> HUD approvals, and other significant activities required prior to project construction. <br /> In view of above, staff is recommending the City Council consider the following: <br /> SUMMARY OF KOTTINGER TASK FORCE <br /> Members Current Recommended <br /> At—large members 5 6 <br /> Housing Commission 2 2 <br /> Parks and Recreation Commission 1 1 <br /> Pleasanton Gardens Board 2 2 <br /> Resident from Kottinger Place 1 1 <br /> Resident from Pleasanton Gardens 1 1 <br /> Total 12 13 <br /> If approved by the City Council, staff will amend the attached roster to reflect the <br /> amendment. <br /> Submitted by: Approv by: <br /> Steven Bocian Nels Fia hl o <br /> Assistant City Manger City Manager <br /> Attachments: <br /> 1.
