THE CITY OF 20 ° "" CITY COUNCIL AGENDA REPORT pL EASANTONo November 20, 2012 Assistant City Manager TITLE: APPROVAL OF AN AMENDMENT TO THE KOTTINGER PLACE TASK FORCE MEMBERSHIP AND CONSIDERATION TO APPOINT A MEMBER TO FILL A NEW AT- LARGE POSITION SUMMARY At your meeting of October 16, the City Council approved the Kottinger Place and Pleasanton Gardens Predevelopment Analysis Report and authorized commencement of work related to Task Two of the Exclusive Negotiating Rights Agreement with MidPen Housing Corporation. Task Two begins the development process based in part on a yet to be approved disposition and development agreement with MidPen. In anticipation of this new phase of the Kottinger Place project, which now includes Pleasanton Gardens, staff is recommending the City Council consider amending the Task Force membership to include one additional at-large member and a change in membership between an existing at-large and a Pleasanton Gardens seat. Currently, Becky Dennis, the Task Force Chair, serves as a Pleasanton Gardens Board member but her Board term has expired and it has been filled with Dolores Bengtson, who is currently an at-large Task Force member. The recommendation below pertaining to these two positions will allow both of these members to continue sensing on the Task Force without altering its overall composition. Assuming the City Council approves the new at-large member, staff recommends the City Council consider appointing Councilmember McGovern fill the new position. Also, with Councilmember McGovern's city council term ending with the installation of the new City Council, an appointment to fill the City Council liaison set will be necessary. RECOMMENDATION 1. Approve an amendment to the Kottinger Task Force membership by adding one additional at-large member 2. Approve allowing current Pleasanton Gardens Board member l3ecky Dennis to assume an existing at-large seat 3. Approve allowing current at-large member Dolores Bengtson to assume a Pleasanton Gardens representative seat 4. Appoint Councilmember McGovern to fill the new at-large member position 5. Defer making an appointment for the existing City Council Liaison seat until after the November election as part of the annual councilmember assignment process FINANCIAL STATEMENT There is no financial impact as a result of staff's recommendation.
