Phase II: Community Engagement and A:tses,srrieni <br /> This phase encompasses the research and community process elements of the planning process. Work done <br /> during this phase identifies the community's vision and priorities, assesses needs and resources, the economic <br /> impact of the arts, and engages a broad cross-section of the community in the planning process. In addition, it <br /> creates an understanding of what the community values about the arts and how it participates, all of which <br /> form the basis for articulating how the arts enhance the community's quality of life. This phase includes two site <br /> visits. <br /> • Initial Meeting with Steering Committee, to clarify understanding of planning issues and <br /> project goals. This framework of issues and goals will be tested and modified trough Phase II, <br /> the community research process. <br /> • Tour of Pleasanton, observing and documenting the arts and cultural resources of the City. <br /> tt Ongoing coordination of periodic meetings of the Steering Committee, including providing <br /> summary written and oral reports on various aspects of the plan as it develops. The consultant <br /> will work with the Committee to develop a Vision and Mission Statement for the development <br /> of the arts in Pleasanton. This vision statement will grow out of the consultant's in-depth <br /> community engagement. <br /> • An Initial Community Town Hall Meeting to allow open community input on issues of vision, <br /> goals and priorities. <br /> • Key Person Interviews conducted by the consultants with cultural stakeholders, public officials, <br /> funders, media representatives, etc., to explore and develop key issues. <br /> Focus Group Meetings conducted to allow for in-depth exploration of selected issues. <br /> • Online Community Opinion Survey, to assess the Pleasanton arts audience, including <br /> residents and local workers, profile their participation in arts and cultural activities, and <br /> determine their cultural needs and preferences. This survey is an excellent tool for reaching <br /> beyond the usual arts stakeholders and learning critical information about residents' cultural <br /> interests and vision for their community. <br /> « Review and assessment of Current City Arts Programs and Services, including ways to <br /> integrate the arts programs with other City activities, such as Senior Services and Teen and <br /> Youth Services. <br /> • Assess City-operated Cultural Facilities, to examine current usage and capacities and <br /> recommend improvements. This assessment will include the Firehouse Arts Center, the <br /> Amador Theater, the Alviso Adobe, the Milking Barn. the Cultural Arts Center, the Senior <br /> Center, the Veterans' Memorial Building, and the Century House, plus City-owned public art <br /> installations. <br /> • Comparative Research of up to Six Cities, to create benchmarks against which to assess <br /> Pleasanton's mix of cultural programs, activities and facilities. We will identify comparison cities <br /> in consultation with the Steering Committee. <br /> • Assessment of Community Arts and Cultural Needs, including current and projected needs, <br /> based on the sum total of community research. Community needs will be prioritized for the <br /> purpose of developing of recommended programs, uses of public funding, initiatives and <br /> facilities. <br />
