• Task II — Process a development application, coordinate project construction and provide <br /> property management services. <br /> MidPen was authorized to being work immediately on Task I with the understanding that the <br /> Task II work would not begin until after the City Council reviews the predevelopment report and <br /> affirms its intent to move forward with a development review process. Task I required MidPen <br /> to review three development options: <br /> • Option I — Provide increased density on the Kottinger Place sites only. This option assumes <br /> that all or the majority of the existing Kottinger Place units would be rehabilitated and new <br /> units would be added to the site using developable space. <br /> • Option 2 — Construct a new development on the Kottinger Place and Pleasanton Gardens <br /> sites. This option assumes replacing all of the existing developments with a new <br /> development that would be owned and operated as one project. <br /> • Option 3—Construct a new development on the Kottinger Place site only. This option <br /> assumes replacing the existing Kottinger Place development with a new project. It also <br /> assumes the Pleasanton Gardens would not be included as part of the City's redevelopment <br /> effort. <br /> Mr. Bocian further advised that since February 2012, the Task Force has been working with <br /> MidPen and the adjacent neighborhood to address the Council's direction. A draft <br /> predevelopment report has been prepared for the Commission and City Council to review and <br /> approve. The Commission was informed that the predevelopment report outlines the work of <br /> the Task Force and MidPen related to completing the direction given by City Council in February <br /> 2012. The report includes a comprehensive discussion of Task Force objectives, desired <br /> characteristics for the project, and three development options. <br /> Mr. Bocian advised that at its September 19 meeting, the Kottinger Place Task Force agreed <br /> unanimously to recommend Development Option 2 which involves developing a new project that <br /> would occupy both the Kottinger Place and Pleasanton Gardens sites and to forward this <br /> recommendation to the City Council for approval. Mr. Bocian noted that staff concurs with the <br /> Task Force recommendation. <br /> MidPen representatives, Jan Lindenthal, Lillian Lew-Hailer, and Abby Goldware, provided <br /> background information about their organization including key facts and core expertise. They <br /> then reviewed with the Commission a PowerPoint presentation pertaining to the Redevelopment <br /> Analysis for Kottinger Place and Pleasanton Gardens. Topics included: Assigned Scope of <br /> Work; Task Force Meetings; Task Force Objectives; Other Key Stakeholders; Stakeholder <br /> Feedback; Fundamental Development Characteristics; Development Options 1, 2, and 3; <br /> Meeting Task Force Objectives; Financial Information; and Existing and Proposed Views from <br /> various vantage points within and outside the site. <br /> Commissioner Welsh had questions pertaining to costs and what steps the City of Pleasanton <br /> would need to take to absorb additional costs. <br /> Mr. Bocian advised that the City would be involved in the design of the project and would work <br /> to keep costs down. He pointed out that the numbers shown by MidPen were estimates and the <br /> final figures would depend on a range of issues and conditions. He also provided information <br /> about City Lower Income Housing Funds (LIHF) available for this project, rioting that these <br /> Page - 3 - <br />
