Discussion of Draft Predevelopment Report for the Kottinger Place Redevelopment <br /> Project and Recommendation to Approve the Findings and Recommendations for <br /> Consideration by the City Council <br /> Mr. Bocian reviewed with the Commission background information leading up to this <br /> presentation of a draft Kottinger Place and Pleasanton Gardens Predevelopment Analysis <br /> Report. He advised that in 2000 the Housing Commission had identified major issues that <br /> related to the long-term needs of Kottinger Place including the aging and inefficiency of the <br /> utility system, aging of structures, apartments that did not comply with current accessibility <br /> standards, lack of features that met senior needs, expensive landscape maintenance, costly <br /> ongoing maintenance, the overall demand that exceeds available units, and revenue and space <br /> constraints that allow minimal social services to facilitate aging in place. <br /> In February 2004, the City Council authorized staff to begin studying the potential for <br /> replacement, expansion, and/or renovation of Kottinger Place, and to also investigate <br /> opportunities for collaboration with Pleasanton Gardens. At the same time the Council <br /> approved the formation of the Kottinger Place Task Force to study options and provide input on <br /> the project. <br /> The Task Force presented the Council with an initial predevelopment report in December 2009. <br /> The report identified the potential of a new 128 to 150 unit senior development on the Kottinger <br /> Place site. In February 2010, City Council authorized staff to secure the services of a non-profit <br /> housing developer to conduct a more detailed and broader range of development options for <br /> both Kottinger Place and Pleasanton Gardens. Subsequently, in February 2012, City Council <br /> entered into an Exclusive Negotiating Rights Agreement (ENRA) with MidF'en Housing that <br /> included two tasks: <br /> • Task I — Conduct a detailed predevelopment analysis, including submittal of a <br /> predevelopment report. <br /> Page - 2 - <br />
