With the exception of the mandatory commercial <br /> program, the discussions have not involved new services or programs. <br /> In addition to PGS's request to adjust rates to address inflationary costs, the City has <br /> discussed adjusting its franchise fee from 1% to 2%. This rate is significantly below <br /> typical franchise fees, which range from 5% to 15% with an average of approximately <br /> 8% - 9%, and is used to partially offset the administration of refuse and recycling <br /> programs. Further, Stopwaste as approved a Benchmark Information Service Fee <br /> ranging from $1.81 to $21.72 per year for all Alameda County customers that will go into <br /> effect July 1, 2013. As a result, collection rates will be adjusted at that time to reflect this <br /> fee which will be a pass through to Stopwaste. <br /> Staff anticipates making a recommendation on the fee adjustment within 30 days.
