• Analysis of building activity and the cost of housing before and after the adoption of the Growth Management Ordinance and the Inclusionary Zoning Ordinance. All other goals, policies and programs and other Background material in the Housing Element adopted February 13, 2012 and amended June 5, 2012 remain the same. DISCUSSION The proposed amendment to Program 9.1 is consistent with the overall goal of the Housing Element to meet the housing needs of the Pleasanton community in that it would eliminate a constraint to housing development (i.e. addition time for development review) that might be imposed by the operation of the City's Growth Management Ordinance. The amendments to the Background material provide additional information that explains the City's development review process and generally illustrates that the City's development standards, Growth Management Ordinance and Inclusionary Zoning Ordinance have not resulted in constraints to development nor imposed an undue burden on housing cost. ENVIRONMENTAL REVIEW The adoption of the 2012 Housing Element was part of the project which was described in the Supplemental Environmental Impact Report certified by the City Council on January 4, 2012. The amendments described in Exhibit A of Attachment 1 are minor changes to the Goals, Policies and Programs and are consistent with the Housing Element project as described and analyzed in the certified SEIR.
