• Analysis of building activity and the cost of housing before and after the adoption <br /> of the Growth Management Ordinance and the Inclusionary Zoning Ordinance. <br /> All other goals, policies and programs and other Background material in the Housing <br /> Element adopted February 13, 2012 and amended June 5, 2012 remain the same. <br /> DISCUSSION <br /> The proposed amendment to Program 9.1 is consistent with the overall goal of the <br /> Housing Element to meet the housing needs of the Pleasanton community in that it <br /> would eliminate a constraint to housing development (i.e. addition time for development <br /> review) that might be imposed by the operation of the City's Growth Management <br /> Ordinance. <br /> The amendments to the Background material provide additional information that <br /> explains the City's development review process and generally illustrates that the City's <br /> development standards, Growth Management Ordinance and Inclusionary Zoning <br /> Ordinance have not resulted in constraints to development nor imposed an undue <br /> burden on housing cost. <br /> ENVIRONMENTAL REVIEW <br /> The adoption of the 2012 Housing Element was part of the project which was described <br /> in the Supplemental Environmental Impact Report certified by the City Council on <br /> January 4, 2012. The amendments described in Exhibit A of Attachment 1 are minor <br /> changes to the Goals, Policies and Programs and are consistent with the Housing <br /> Element project as described and analyzed in the certified SEIR.
