BACKGROUND <br /> On February 13, 2012, the City Council adopted an updated Housing Element. As <br /> required by State housing law, the City submitted the adopted Housing Element to the <br /> California Department of Housing and Community Development (HCD) for its review <br /> and findings. The agency's May 17, 2012 letter outlined several revisions to the <br /> Housing Element that HCD deemed were needed in order to find the element in <br /> compliance with State housing law (see Attachment 2). Since that time, City staff has <br /> been working with HCD staff to draft language that meets the State housing law <br /> requirements and is consistent with Pleasanton's housing goals. The proposed <br /> amendments to the Housing Element are included in Attachment 1. As noted in the <br /> August 23, 2012 letter from Glen Campora, HCD finds the Housing Element, if adopted <br /> with the proposed revisions, will comply with State housing element law. As most of the <br /> changes are merely the provision of additional data and analysis to the background <br /> report, and the one change to a program is minor, staff considers these amendments to <br /> be minor in substance and consistent with the previously adopted Housing Element. <br /> PROJECT DESCRIPTION <br /> Proposed changes to the 2012 Housing Element are shown in Attachment 1 and consist <br /> of a change to Program 9.1 and several additions to the Background information. The <br /> amendment to Program 9.1 is as follows (with deletions shown in strikeout and <br /> additions underlined): <br /> Program 9.1: Conduct a review of the Growth Management Program and amend <br /> as necessary to assure the rate of residential development is consistent with the <br /> City's current and new infrastructure capacities, including roadways, water, <br /> sewer, and facilities, etc. The objective of this program is to assure that the <br /> City's Growth Management Program is consistent with State law, and that there <br /> is a procedure for assuring that there is available infrastructure to serve future <br /> approved residential development, and to create a more efficient process for <br /> implementing the program. <br /> Responsible Agency: City Council <br /> Time Period: End of 2012; then annually <br /> Funding Source: Housing Division, Planning Division budgets <br /> Amendments to the Background information, Potential Governmental Constraints to <br /> Housing section, pages 83 through 106 are also proposed and include: <br /> • Additional information regarding residential development standards for single <br /> family and multifamily residential zoning districts; <br /> • Information about development standards and design guidelines for the recently <br /> rezoned multifamily residential development (PUD) sites; <br /> • Additional information about local processing and permit procedures; <br /> • Additional information regarding development fees and fees as a proportion of <br /> development costs and sales prices; <br /> • Additional information regarding development review procedures; and <br /> Page 2 of 3 <br />
