She also noted that with respect to <br /> this facility, the artificial turf and lighting would maximize access opportunities that are not possible at <br /> other local facilities. <br /> Councilmember Thorne asked when staff anticipates being able to modify the ability to use in lieu fees <br /> for this sort of project rather than the purchase of additional land. <br /> Mr. Bocian said that staff does intend to report back on a plan for that but has not yet identified a <br /> specific time frame. <br /> Mayor Hosterman noted there were not speakers present to address this item. <br /> Councilmember Sullivan said would support the project and like to see the project accelerated. <br /> However, it has been the quasi policy of the Council over the last few years to put capital projects on <br /> hold until the economy improved to a point with which the City felt more comfortable. While there has <br /> been improvement, he did not feel the City was necessarily in that sort of position and said it seemed <br /> inconsistent with the informal direction of the Council to bring such a project forward. <br /> He said he was pleased to see the oak woodland area folded into phase two and hoped that if the $5 <br /> million gap is not closed, this portion of the project would not be cut. He said he liked Councilmember <br /> McGovern's idea of really scrubbing the City's funds to see what other monies could be made available. <br /> He expressed concern over the potential difficulty of raising $5 million, particularly in the context of what <br /> the City raised and collected for the Firehouse Arts Center, and did not think it wise to rely on this to <br /> repay the advancement of City funds. He said he did not especially like the idea of corporate <br /> sponsorships. He said he would support moving the discovery process forward but asked that the <br /> future Council take a hard look at the economy and bear in mind their fiduciary responsibility before <br /> jumping into the project. <br /> Councilmember McGovern said that while she is not looking to go further into debt to realize this <br /> project, she is also not looking to escalate the cost of sports to the point that more and more <br /> Pleasanton youth are unable to participate. She felt the community had <br /> been very understanding about the number of capital projects put on hold, but that there have been <br /> signs the economy is turning a corner and staff has identified some wonderful funding mechanisms for <br /> the Council and community to consider. <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Thorne announced that Mr. Van Adder, a World War II Veteran he had introduced to <br /> the Council, passed away recently at the age of 92. He said he was very glad the Council had the <br /> opportunity to honor Mr. Van Adder.
