measures may include watering of exposed surfaces twice a day, and more <br /> frequent watering when wind speeds exceed 15 mph; covering of stockpiled earth; <br /> covering of trucks hauling dirt if windy conditions prevail. Failure to keep dust <br /> under control may result in the stoppage of all work until a modified plan <br /> acceptable to the City Engineer is approved and implemented. <br /> i) All Urban Storm Water Construction Requirements listed further in these <br /> conditions of approval shall be implemented. <br /> 30. Campers, trailers, motor homes, or any other similar vehicle are not allowed on the <br /> construction site except when needed as sleeping quarters for a security guard. <br /> 31. A construction trailer shall be allowed to be placed on the project site for daily <br /> administration/coordination purposes during the construction period. <br /> 32. A final landscape plan and irrigation plan shall be submitted to and approved by Director <br /> of Community Development as part of the improvement plans prior to issuance of an on- <br /> site permit. Said landscape plan shall be consistent with the approved landscape plan <br /> plus any conditions of approval, and shall be detailed in terms of species, location, size, <br /> quantities, and spacing. Plant species shall be of a drought tolerant nature with an <br /> irrigation system that maximizes water conservation throughout the development <br /> (e.g., drip system). <br /> 33. The project shall comply with the State of California's Model Water Efficient Landscape <br /> Ordinance and shall implement Bay Friendly Basics. A licensed landscape architect shall <br /> verify the project's compliance with the ordinance: 1) prior to the issuance of a building <br /> permit; and 2) prior to final inspection. The verification shall be provided to the Planning <br /> Division. <br /> 34. The State of California's Green Building Standards Code, "CALGreen," shall apply, if <br /> applicable. <br /> 35. The project developer shall show a best effort to implement the Building Council's <br /> (USGBC), "Leadership in Energy and Environmental Design (LEED)" 3.0 rating system in <br /> the design and construction of project. The green building measures shall be shown on <br /> one of the first two pages of the plans submitted for issuance of a building permit. Each <br /> point identified shall have a notation indicating the sheet the point can be found, and each <br /> sheet shall note where the point is located. All proposed green building measures shall <br /> be shown throughout the plan set as determined by the Planning Division. <br /> Notwithstanding the foregoing, the State of California's Green Building Standards Code, <br /> "CALGreen", as amended, shall apply. <br /> 36. The project developer shall complete the construction of the service station within one <br /> calendar year from the effective date of this ordinance. The project developer may <br /> request an extension of this deadline in writing to the Director of Community <br /> Development, stating the reasons for the delay and accompanied by a revised timeline for <br /> the project's completion. <br /> 37. If the operation of the service station results in conflicts pertaining to parking and/or to on- <br /> and off-site circulation including stacking, the service station owner/operator shall work <br /> with the Director of Community Development and the City Traffic Engineer to correct the <br /> conflict. If necessary, the mitigation may include modification of the design of the parking <br /> areas and/or driveway the aisles. <br /> Page 7 <br />
