ATTACHMENT 2 <br /> WORKPLAN <br /> EAST PLEASANTON SPECIFIC PLAN <br /> Pleasanton, California <br /> PROJECT UNDERSTANDING: <br /> The Planning Team will utilize an integrated process. A market and fiscal analysis and EIR will be <br /> simultaneously developed to inform the Specific Plan effort. The consultant team will engage the community <br /> and stakeholders in a participatory planning approach to evolve land use alternatives and to identify the <br /> factors which influence the decision-making process. The final Plan will be a guiding vision for development <br /> of this important area of the community. <br /> The environmental impact report(EIR) will analyze land uses and densities of development as described in <br /> the Specific Plan,including rezoning, annexation,and design guidelines. Subsequent projects that are within <br /> the envelope of land uses and intensities analyzed in the EIR can potentially he cleared with design review, <br /> site-specific studies where needed,and a CEQA addendum to demonstrate that the level of impact would be <br /> within the envelope already analyzed and disclosed. <br /> The Planning Team is approaching the East Pleasanton Specific Plan project as a collaborative team effort. <br /> The overall project will be coordinated through scheduled communication between the City project <br /> management staff and our proposed project manager Wayne Rasmussen. As project manager and the City's <br /> point-of-contact, Mr. Rasmussen will ensure that the Planning Team dedicates the staffing necessary to <br /> achieve success and meet the City's expectations. He will also attend and help facilitate all meetings of the <br /> Task Force,City Council,City Commissions and Committees;and Stakeholders and Community workshop. <br /> The Planning Team understands the City has identified numerous policies to promote sustainable growth in <br /> Pleasanton. Moreover, the City is taking a very proactive approach in addressing the issues of climate change <br /> as part of their planning process. From the standpoint of the Specific Plan,the daily vehicles mile traveled <br /> (VMT) per household threshold developed for the project is key to successfully reducing greenhouse gas <br /> emissions,which has rapidly become one of the most highly visible issues in developing sustainable planning. <br /> To that end,we are prepared to help the City of Pleasanton develop a sustainable,yet practical land use plan <br /> that is rooted in sound scientific principles (i.e., air impact analyses estimating reductions in trips and vehicle <br /> miles traveled expected from the mix of uses,pedestrian and bicycle environment,and access to transit <br /> service in the planning area). <br /> With a history of advising both government and private industry on the development of specific plans,our <br /> team applies proven planning,energy,environmental, emission inventory,and regulatory expertise to the <br /> global climate change challenges. <br /> This proposal does not include the preparation of applications nor processing of pre-zonings or rezonings, <br /> UGB adjustments,or annexation. Any additional work desired by the City in addition to that included in this <br /> proposal will he billed on a time and materials basis. <br /> TASK I —PROJECT The objective of this task is to confirm the planning process approach with the City and <br /> MANAGEMENT manage the on going project progress to insure overall City objectives are met. <br /> Subtask 1.1 Orientation • Kick-off meeting to obtain base data and define in detail the working <br /> relationship between the Planning Team and the City Staff. <br /> GATES <br /> +ASSOCIATES <br />
