Subtask 8.10-CEQA FCS will prepare certain CEQA-required notices in compliance with state Notices legislation and guidelines. This task includes the preparation of the Notice of Completion (NOC). Prepare the NOC in compliance with the CEQA Guidelines. Submit the NOC for City staff review and revise it based upon staff comments. FCS will file the NOC with the State Clearinghouse at the time of Draft EIR publication. FCS will prepare the Notice of Availability for both the Draft FIR and Final FIR. This includes the Notice of Availability form,as well as associated mailings and newspaper notices. We will prepare and file the Notice of Determination with the City Clerk within five business days of FIR certification. The purpose of the Notice of Determination filing is to limit the legal challenge period to 30 days. If a Notice of Determination is not filed within five business days of certification, the legal challenge period is 180 days. The Notice of Determination filing also requires payment of a filing fee and CDFG fees,which PCS assumes will be paid by the City. Subtask 8.I I - EIR Project FCS is firmly committed to developing and maintaining collaborate Management and partnership with the City. We are also committed to maintaining an excellent Coordination working relationship with the Planning Team. FCS will place top priority on working as a partner with the City and Planning Team members during the entire environmental process. We will help anticipate controversial issues, devise solutions,and provide expert environmental compliance consultation. Understanding the client's objectives and ensuring they are reflected in the environmental review and analyses are key aspects of our approach. PRODUCTS: Five paper copies and one CD of the Administrative Draft Environmental Impact Report FCS will provide the City with one bound paper copy and one CD with all appendices to be included in the Draft FIR.
