WORKPLAN <br /> Additional Sections: FCS will provide the additional secticns in the EIR to <br /> meet the CEQA Guidelines and City's requirements,including the following: <br /> Significant Unavoidable Adverse Impacts, Effects Found Not to be <br /> Significant,and Organizations and Persons Consulted/Bibliography. We will <br /> be responsible for the preparation of the following for each project: Table of <br /> Contents, Irreversible and Irretrievable Commitment of Resources,List of <br /> Organizations and Persons Consulted,Preparers of the Environmental <br /> Document,References, and Appendices. The EIR will include the necessary <br /> exhibits to enhance the written text and clarify the proposed project <br /> environmental impacts. This Task assumes electronic base traps will be <br /> provided by the City. <br /> Subtask 8.5 -Traffic I —Study Intersection Identification <br /> Impact Analysis Our scope of work assumes the FIR will evaluate up to 15 external study <br /> intersections (including project site access locations), plus the major internal <br /> intersections. Based on trip generation, trip distribution patterns and <br /> comments received on the Notice of Preparation for the project,we will <br /> develop a final list of recommended study intersections. It is anticipated that <br /> the study intersections will primarily be in the immediate vicinity of the <br /> Specific Plan area as the Housing Element FIR analysis indicated that key <br /> intersections in the area would operate at acceptable service levels with <br /> buildour of the General Plan and approved Housing Element land uses. The <br /> final list of study intersections may include locations in Livermore and <br /> Dublin. <br /> We have assumed that we will use data prepared for the Housing Element <br /> EIR work, supplemented by new morning(7:00 to 9:00 AM; and evening <br /> (4:00 to 6:00 PM) turning movement counts at up to 5 intersections, in <br /> addition to the 2 intersections where data was collected as part of the specific <br /> plan work. Traffic signal timings will be obtained from City staff and verified <br /> by field observations. Freeway operations will be evaluated enough the <br /> Congestion Management Agency Assessment,detailed as part of Task 4. <br /> Deliverables: Fehr& Peers will document this information in a technical <br /> memorandum for the City to review. After their review, the final list of stud}' <br /> intersections will be identified. <br /> 2—Impact Analysis <br /> The intersection peak hour level of service at each study intersection will be <br /> calculated using the 2000 Highway Capacity Manual method. As the El <br /> Charm Road extension is not necessarily proposed to be constructed as part <br /> of the Project,we have included as an optional task evaluating Project <br /> conditions both with and without the full connection between the Fallon <br /> Road interchange at I-580 and Stanley Boulevard. <br /> The impact analysis will be conducted for the following scenarios: <br /> Scenario 1: Existing Conditions—Existing volumes obtained from traffic <br /> counts and the existing roadway system configuration. <br /> Scenario 2: Existing Plus Project—Existing volumes obtained from traffic <br /> counts and the existing roadway system configuration plus traffic estimated <br /> for the Project. The roadway system is the same as Scenario I. <br /> GATES <br /> +ASSOCIATES <br />
