WORKPLAN
to determine existing and future traffic noise exposure levels. with and
without the project, for select roadway segments in the project vicinity.
Traffic volume information (ADTs or peak-hour volumes) from the project
traffic consultant will be required for this analysis.
FCS will overlay select future (with Project) traffic noise con_ours on the
project land use and Specific Plan graphic. In addition,we will provide a
general assessment regarding project-related construction and its impact on
existing and future noise-sensitive receivers, including construction of the El
Charro overpass. Based upon the results of the previous tasks,we will
determine potential noise impacts associated with the proposed project and
will develop mitigation measures to address these impacts in accordance with
the City of Pleasanton noise ordinances and municipal code.
Public Services: FCS will evaluate the proposed project's impacts on the
public services in collaboration with the City staff,Police and Fire
departments, and the Pleasanton Unified School District. Pleasanton has
recently updated its Housing Element and is expanding its housing stock in
compliance with a court order. As a result, careful coordination is required
with the School District to ensure that the District accommodates the
estimated future demand associated with build out of the Plan Area.
PCS will contact and work collaboratively with potentially affected City
departments and the schools to identify relevant existing conditions, project
impacts, timing, and phasing of public services and their coordination. The
analysis will focus on physical impacts that would result if the Specific Plan
results in the need for new or altered services related to fire and police
protection and schools. We will also identify recommended mitigation
measures.
Public Utilities: FCS will evaluate the proposed project's impacts on the
public utility systems, including extension of utility lines and potential need
for expansion of capacity for supply and/or treatment. As discussed in the
City's General Plan, the City of Pleasanton has planned for a portion of the
anticipated growth in the Plan Area by supporting Zone 7's capital
improvement projects to secure more water. Zone 7 is continuing to replace
or improve the existing water system in order to meet future demands,
including those generated by the Plan Area. We will work cl_isely with the
City to determine the Plan's increment of growth beyond what has already
been studied and will identify the appropriate level of review.
FCS will use the infrastructure studies prepared for the General Plan and
consultation with the City staff, and the services purveyors to assess potential
impacts of the proposed project related to water supply and treatment,
sewage, and storm drainage. Letters describing the proposed project will be
sent to all service providers. Answers will be requested to document existing
and planned facilities'current and planned usages and excess capacities. FCS
will assess anticipated impacts and recommend appropriate mitigation
measures.
Transportation and Circulation: Traffic study will be prepared for the
GATES L
+A55(KIATES
