WORKPLAN <br /> zone and also improve water quality through the diversion and bioretention <br /> of storm flows in Lake I, Lake H,and Cope Lake. <br /> PCS will conceptually quantify the pre-and post-development runoff from <br /> the Specific Plan Area. This scope assumes that hydrologica studies <br /> prepared for Zone 7,Legacy Partners,and Kiewit will be made available and <br /> will provide information at a sufficient level of detail to support the <br /> programmatic analysis. Based on the availability of this information, the FIR <br /> will qualitatively evaluate the potential for the proposed project to result in <br /> significant hydrologic impacts, and will incorporate the sustainable <br /> infrastructure components recommended by the Planning Team. <br /> FCS has experience with complex watershed and understanding the <br /> relationships of flood potential in urban areas;therefore,to insure conformity <br /> of the proposed project with applicable water quality regulations,We will <br /> articulate these relationships and mitigation measures for hydrology and <br /> water quality impacts shall be recommended, if needed. <br /> Land Use: FCS is familiar with the City's 2025 General Plat-.and its land use <br /> and compatibility policies. Accordingly,we will coordinate with City staff to <br /> review requirements and recommendations, as they are critical to mitigate or <br /> prevent any foreseeable land use impacts. Specifically, the land use analysis <br /> will focus on the land use issues outlined in the CEQA Guidelines Appendix <br /> G checklist. In addition, the analysis will include CEQA-required <br /> information pertaining to the project's consistency with the City's 2025 <br /> General Plan and zoning. We will describe and map existing onsite and <br /> surrounding land uses in the project area. Because the Specific Plan area is <br /> located on the eastern edge of the City, adjacent to surface mining and <br /> reclamation lands, it would be highly unlikely to conclude that the Specific <br /> Plan would physically divide an established community. To the contrary,the <br /> Specific Plan would be a natural extension of development to the west,and <br /> can provide needed circulation arterials that will facilitate movement through <br /> the City and is likely to improve levels of service at key intersections through <br /> the creation of a new connection to 1-580.In addition, FCS will evaluate any <br /> proposed Specific Plan policy conflicts with the City's General Plan policies <br /> and flag them for revision for the Planning Team to revise to help ensure the <br /> Specific Plan is as self-mitigating as possible. We will also evaluate estimated <br /> job growth projections and estimate future housing demand generated by the <br /> buildout of the Specific Plan to determine if jobs/housing balance will be <br /> achieved. <br /> Noise: FCS will prepare a complete noise assessment for the Specific Plan <br /> and project site that includes the following components: <br /> We will conduct short-term (15-minute) ambient noise level surveys on and <br /> in the vicinity of the project site. Additionally,we will complete long-term <br /> (24-hour) measurements on the project site to document noise from Stanley <br /> Boulevard,Valley Avenue, the Union Pacific Railroad, Livermore Airport, <br /> and ongoing quarry operations. It is estimated that no more than four long- <br /> term measurement sites will be required for this project. Based upon traffic <br /> data provided by the project traffic consultant,FCS will utilize the Federal <br /> Highway Administration (FHWA RD-77-108) traffic noise prediction model <br /> GATES L <br /> +ASSOCIATES <br />
