Face-to-face interviews with selected stakeholders such as key City personnel, community leaders, school <br /> district personnel, etc., provide the opportunity to gain valuable perspective. These interviews seek <br /> insight into the City's values, strengths, weaknesses, unique attributes, distinctive competencies and <br /> initiatives as well as identify any private sector and/or non-profit organizations and their capabilities to <br /> compete or collaborate with the City in delivery of recreation services. This process lays the ground work <br /> for an engaging and active Public Involvement Process. Consultants will work with Staff to identify and <br /> schedule interviewees, with a maxiumum of eight (8) interviews to be scheduled over the course of one <br /> day. <br /> SPORTS ORGANIZATIONS QUESTIONNAIRE <br /> Soliciting the attitudes and perceived needs of recreation facilities user groups in the City is an essential <br /> element in the process. This questionnaire can achieve the objective of outreach to these community <br /> groups and it further provides valuable information regarding facility usage, team size, recreation <br /> seasonality, and player volume that is most important in an understanding of facility demand. The <br /> Consultants will provide a questionnaire form containing information relevant to the usage of recreation <br /> facilities in the City. The City will be responsible for encouraging sports organizations active in the City to <br /> complete and return the questionnaires in a timely fashion. The responses would then be tabulated and <br /> analyzed by the Consultants. <br /> COMMUNITY-WIDE TELEPHONE SURVEY <br /> The resident survey is a critical public planning tool due to its ability to statistically represent the <br /> community as a whole rather than only those stakeholders or interested citizens who choose to participate <br /> in venues such as public workshops or other survey methods (online or mail.) As such, the results of a <br /> statistically-reliable survey constitute the benchmarking tool known in the industry as recreation activity <br /> Participation Rates, as well as resident opinions and attitudes regarding recreation program and facility <br /> use and needs, giving reliable context to input received from all other forms of public participation. The <br /> scope of the community-wide telephone survey will be approximately 12 minutes in length and will garner <br /> 300 completed interviews to achieve statistical reliability of +/- 7.1% margin of error with a 95% <br /> confidence level. <br /> PUBLIC WORKSHOPS <br /> An integral component in the development of the Park and Recreation Master Plan update is our public <br /> workshop process. Our philosophy is that workshops should be facilitated by the consultant team and <br /> driven by the participants and City Staff. The goals of the workshops are three-fold: 1) To provide <br /> opportunities for the community to participate,share issues and concerns,and learn about the Master Plan <br /> Update process, 2) To foster synergistic public dialogue regarding expectations, solutions and vision, and <br /> 3) To create a pathway for the community to author recommendations regarding priorities, through <br /> consensus-building and community support development. <br /> The results of the Community-wide Survey would be presented in the course of the workshop <br /> presentations and additional program or facility needs could be solicited and catalogued. The outcome of <br /> these workshops would provide important input to prioritization of future recreation program or facility <br /> improvements in the City. The workshop process will clarify and augment the identified desires of the <br /> community developed through other public planning methods. Most importantly,the workshop process is <br /> designed to arrive at consensus regarding the priorities perceived by the public far improvements to the <br /> recreation programs and facilities system. <br /> Each of the proposed three (3) workshops as further described below includes up to a 3-hour session, <br /> inclusive, for up to 100 participants.
