BACKGROUND AND PROJECT DESCRIPTION <br /> The original two pools at the Aquatic Center, located at 4455 Black Avenue, were <br /> constructed in 1968. The diving pool was added in 1976, and then in 1996, the facility <br /> was expanded with a 50 meter pool and improved locker facilities. While this <br /> improvement project was initially intended to include other improvements, including a <br /> toddler pool and filtration improvements, lack of funding prevented these additional <br /> improvements from being completed. Since that time, the CIP has included a number of <br /> projects to address facility improvements but higher priorities have limited work at the <br /> Aquatic Center to routine maintenance. <br /> Two of the primary issues facing the facility are deteriorating concrete decks and an <br /> inadequate filtration system. These issues are not only related to general maintenance <br /> concerns but represent a broader health and safety concern related to compliance with <br /> code requirements that each pool have an independent filtration system. The Alameda <br /> County Health Department has not formally determined that the facility is out of <br /> compliance; however the need to replace the deteriorating decks and address the <br /> antiquated filtration system remains. <br /> Aquatic Design Group was selected to design the project, and prepare the construction <br /> documents for the project. The project can generally be described as the complete <br /> renovation of two of the four pools, and includes the demolition of the existing diving <br /> pool and incorporation of the diving pool functions into the existing 25 meter pool. The <br /> work includes the re-plastering of the pools, installation of ADA access, replacement of <br /> the existing decking and complete plumbing, heating, electrical and filtration for the <br /> pools. The work also includes the extension of the existing building to house the new <br /> pool equipment systems. The renovation and maintenance building design <br /> complements and follows the same basic architectural direction as the existing <br /> structure, blending in with the existing building, landscaping and paving surrounding the <br /> Aquatic Center. <br /> DISCUSSION <br /> Sealed bids for this construction project were opened on August 07, 2012. A total of <br /> eight bids were received, ranging from $2,973,000 to $3,806,000. The Engineer's <br /> estimate for the project was $2,944,000. The low bid for the project was received from <br /> West Bay Builders, Inc. in the amount of $2,973,000. Based upon reference checks <br /> and work previously performed for the City, staff has determined that West Bay <br /> Builders, Inc. is the lowest qualified bidder and is capable of completing the project. <br /> In addition to the improvements included in the base bid, additional construction <br /> development costs are required to complete the project. These include architectural, <br /> geotechnical and special inspections; furniture, fixtures and equipments (FFEs), and <br /> miscellaneous estimated fees as outlined in Attachment 1. <br /> Finally, the project was bid with three additive alternatives: improving the lighting to <br /> competition level, refurbishing the existing slide, and upgrading the pool heaters from <br /> Page 2 of 3 <br />
