Issue Changes to Standards and Guidelines <br /> floors, as well as design features to deter <br /> residential neighbors from cutting through <br /> their property. <br /> ENVIRONMENTAL REVIEW <br /> The adoption of the 2012 Housing Element was part of the project which was described <br /> in the Supplemental Environmental Impact Report certified by the City Council on <br /> January 4, 2012. The development standards and design guidelines described in <br /> Attachment 1 constitute implementation of Program 9.7 of the Housing Element and are <br /> therefore consistent with the Housing Element project as described and analyzed in the <br /> certified SEIR. Therefore, no further environmental assessment need be conducted to <br /> adopt these standards and guidelines. <br /> PUBLIC NOTICE <br /> Public Hearing notices were sent to all property owners within 1,000 feet of each of the <br /> nine sites. <br /> PUBLIC COMMENT <br /> Letters and an e-mail were received from owners or potential developers of Sites 6 (Auf <br /> der Maur) and Site 8 (CarrAmerica/California Center), and a neighbor to Site 6, as <br /> shown in Attachment 6. These communications have requested changes to the <br /> standards and design guidelines, some of which have been incorporated into the <br /> attached draft. These letters also included requests for changes to the standards and <br /> guidelines that the developers feel are necessary to accommodate future projects. Staff <br /> recommends that these exceptions be considered when a project application is made. <br /> At that time these issues can be considered in the context of the proposed development <br /> and as exceptions to standards or as an alternatives method of meeting the intent of the <br /> document where the strict application of a guideline is impractical or undesirable. <br /> Page 6 of 7 <br />
