BACKGROUND <br /> Landscaping at the El Charro Road at 1-580 intersection is part of beautifying the <br /> entrance to Pleasanton at Staples Ranch. The El Charro Road and 1-580 Interchange <br /> was built in 2009 and will become an east entrance to the City of Pleasanton with the <br /> completion of the El Charro Road and Stoneridge Drive extensions in the fall of 2013. <br /> Caltrans installed general ground cover for the intersection leaving detailed landscaping <br /> to the individual cities to coordinate. The City of Dublin landscaped the north quadrants <br /> of the interchange in February 2010 and Livermore is scheduled to complete the <br /> landscaping of the southeast quadrant in late 2012. <br /> DISCUSSION <br /> Specialized landscape architectural services are required to develop the necessary <br /> detailed plans and specifications. These services include design of irrigation systems, <br /> selection of plants, and establishing an agreement with Caltrans for maintenance. <br /> Five firms responded to the City's publicly advertised Request for Qualifications. After <br /> evaluation of the submitted proposals by City staff, Gates + Associates was determined <br /> to be the most qualified consulting firm for the project. The firms were evaluated for <br /> project understanding, staff qualification, capabilities, local sensitivity, financial <br /> responsibility and previous experience with similar projects. The City and <br /> Gates + Associates negotiated the scope of services and Gates + Associates has <br /> proposed to perform the scope of work for a not-to-exceed amount of $49,208. Staff has <br /> reviewed tasks and associated fees and found them to be reasonable, Previous work <br /> performed by Gates + Associates has been verified as satisfactory. <br /> Caltrans indicated that they have limited resources to maintain the landscaping. Hence <br /> the City will be maintaining the landscaping to ensure proper maintenance. <br /> The proposed contract between the City and Gates + Associates is attached <br /> (Attachment 1) and includes the scope of work for the subject project as Exhibit A and <br /> the hourly rate schedule as Exhibit B. A summary of estimated consultant hours and <br /> costs is part of the exhibits. <br /> PROJECT SCHEDULE <br /> The proposed schedule for the subject project is as follows: <br /> City Council approval of design contract August 21, 2012 <br /> 50% detailed design plans submittal October 2012 <br /> 100% plans and specification submittal November 2012 <br /> Open bids December 2012 <br /> Award construction contract January 2013 <br /> Start Construction February 2013 <br /> Finish Construction March 2013 <br /> Page 2 of 3 <br />
