BACKGROUND <br /> Work is underway to extend Stoneridge Drive from Trevor Parkway to El Charro Road. <br /> The extension of Stoneridge Drive was approved by City Council in 2010 as part of the <br /> Stoneridge Drive Specific Plan Amendment/Staples Ranch and Staples Ranch <br /> Environmental Impact Report (EIR). <br /> The three new signals are required by the Staples Ranch EIR prior to opening the <br /> Stoneridge Drive extension. <br /> When completed, these traffic signals provide the following: <br /> • Conformance with the Stoneridge Drive Specific Plan Amendment/Staples <br /> Ranch; <br /> • Signal controlled access to and from Stoneridge Drive; <br /> • Dedicated and protected pedestrian crossings at each location; <br /> • State of the art traffic signal detection technology designed to detect and serve <br /> both vehicular and bicycle traffic; and <br /> • Intersection safety lighting at each location designed to improve vehicle, <br /> pedestrian and bicycle visibility. <br /> Prior to the bid opening, staff notified the public of the pending project with a project <br /> leaflet (Attachment 2). <br /> DISCUSSION <br /> Bids <br /> Sealed bids for this traffic signal installation project were opened on March 16, 2011. <br /> There were six bids received ranging between $694,644 and $866,977. The apparent <br /> low bid was 10% higher than the engineer's estimate of $633,000 (see Attachment 4 for <br /> Bid Summary). Staff believes that recent improvements in the economy and increases <br /> in materials costs may have resulted in higher bids than were anticipated. <br /> Past work performed by Tim Paxin's Pacific Excavation, Inc. was verified to be <br /> satisfactory. <br /> Schedule <br /> The tentative schedule for the project is as follows: <br /> Approval of Plans and Specifications and Award of Contract: 8/21/2012 <br /> Start of Construction: 10/29/2012 <br /> End of Construction: 3/29/2013 <br /> Page 2 of 3 <br />
