MATTERS INITIATED BY COUNCIL <br /> Councilmember McGovern said she received an email and has had several discussions about including <br /> other residential areas in the East Side Specific Plan process. She referred to several specific areas, <br /> represented by homeowners' associations, in the Stoneridge Drive area and said their feeling is that the <br /> Stoneridge Drive neighborhood that is represented is really only a small sliver along the east side and <br /> hardly representative of interests of the entire area. She asked the Council to consider making <br /> additional appointments. <br /> Councilmember Sullivan said he has heard similar comments and would be interested in re-examining <br /> the task force appointments. <br /> Mayor Hosterman said the Council carefully discussed the makeup of the task force including, to her <br /> recollection, the idea that experience has shown that the input of stakeholders who may not necessarily <br /> be full voting members is still well heard. She favored making no change to the task force makeup in <br /> order to maintain a manageable size and then allow them and any other stakeholders to participate in <br /> the process as in previous task forces. <br /> Councilmember Cook-Kallio acknowledged staffs previous comments that a larger task force would <br /> likely become unmanageable. Her experience on the Housing Element and Hacienda task forces <br /> demonstrated for her that the views of other stakeholders were given serious consideration, and that <br /> the benefit of that information was shared with the Council. She noted that members of the School <br /> District and Board have expressed the desire to have a seat at the table, as have other entities. She felt <br /> that the Council, through its at large appointments, would have the flexibility to assign any stakeholders <br /> it felt were underrepresented. She also cautioned against creating a disproportional amount of influence <br /> by assigning representation to what could be several relatively small residential areas. <br /> City Manager Fialho said that while he would not recommend that the Council deviate from what was <br /> approved, staff could provide a map showing what areas are currently represented and those that <br /> would conceivably be represented by the appointments that come forward. <br /> Councilmember McGovern said it was her impression that the Council intended to assign <br /> representatives from outside the east side area with its at large appointments, which is still her intent. <br /> Her concern is that an underrepresented process could lead to a referendum and asked the Council to <br /> seriously consider her request. <br /> Councilmember Sullivan supported her request and said one of the keys to success with the Hacienda <br /> Task Force was that all neighborhoods were well represented, something that was not accomplished <br /> here. He pointed out that late appointments were made to the Hacienda Task Force and that it is not <br /> unprecedented for the Council to do so in order to obtain the desired representation. <br /> Mayor Hosterman said she would like to keep with the current task force makeup. Using the information <br /> provided by staff, the Council can either appoint at large representatives from the neighborhoods in <br /> question or revisit the idea if a disparity is still apparent. <br /> Councilmember Cook-Kallio requested that staff include information about how many homes each <br /> neighborhood contains, as this might alter the Council's view. <br /> Councilmember McGovern encouraged any residents of the area in question to submit an application <br /> for at large appointment. <br /> City Council Minutes Page 4 of 11 June 5, 2012 <br />
