BACKGROUND <br />Vesting Tentative Map 7385 consisted of two phases, the first phase (Tract 7385) was <br />constructed by Centex Homes and consisted of 28 single family detached residential <br />lots and two estate lots for planting vineyards. Tract 8112 (The Reserve at Pleasanton) <br />is the second and last phase of the Vesting Tentative Map, Tract 7385. Tract 8112 is <br />being developed by Toll Brothers. The property is located between the Vineyard Trail <br />and Vineyard Avenue, east of the old School District property, as shown on <br />Attachment 1. This phase will develop 18 single family detached residential lots and an <br />estate lot with agricultural conservation area for planting vineyards. The owner of the <br />estate lot will be responsible for planting and maintaining the vineyards. <br />The Engineering staff, Planning staff, and the City Attorney's Office have reviewed the <br />Final Map, improvement plans and other legal documents for Tract 8112. The developer <br />has submitted the required disclosures and CC &R's. All submittals are in substantial <br />conformance with the PUD and Tentative Map approvals. Development fees have been <br />paid including the Vineyard Corridor Specific Plan fees, the Tri Valley Conservancy fee <br />and a pro -rata share of the school loop road. A signed Subdivision Agreement has also <br />been submitted. <br />DISCUSSION <br />Proposed Improvements <br />As shown on the attached map this development proposes one new public street -- <br />Finch Place, which "tees" into School Loop Road. It also proposes two private streets, <br />Showtell Court which also "tees" into the School Loop Road, and Frog Hill Lane that <br />"tees" into Finch Place. Finch Place is a 32' wide public street ,whereas the two private <br />streets are 24' wide. Showtell Court provides access to five lots, including a 10.5 acre <br />estate lot which contains a 40,808 square foot building envelope. Frog Hill Lane will <br />provide access to Lot 19 and the Roberts' residence driveway. All private streets and <br />private utilities (street lights and storm drain systems) will be maintained by the Home <br />Owner's Association. The private driveway (Parcel C) between the Frog Hill Lane bulb <br />and Vineyard Trail will be subject to an offer of conveyance to Roberts. Upon <br />acceptance of conveyance, the Roberts will be responsible for maintenance of the <br />private driveway. The project CC &R explains the cost sharing of the private street <br />maintenance. The water and sewer lines within the public and private streets and <br />private driveway will be maintained by the City. <br />Excess Vineyard Avenue right of way <br />The Final Map also shows small areas of excess right of way adjacent to the new <br />Vineyard Avenue which are proposed to be abandoned on the face of the Map (per <br />Government Code §66434(g)) and given to Toll Brothers as the adjacent property <br />owner. When the Vineyard Avenue Corridor Specific Plan (VACSP) was originally <br />adopted, property owners entered into development agreements with the City and <br />agreed to dedicate in advance to the City the needed right -of -way for the Vineyard <br />Avenue realignment.
