BACKGROUND <br /> Tract 7721 (Lehman/Selway) is located between Trenery Drive and Cameron Avenue, <br /> and west of Martin Avenue (see Attachment 1). This tract is a subdivision of Parcel <br /> Map 9359 which created three parcels (the Lehman and Selway homes sites and the <br /> developable remainder, which is the current tract). <br /> On January 11, 2012, the Planning Commission approved an application from <br /> Ponderosa Homes, Lehman and Selway for a Vesting Tentative Map to subdivide an <br /> approximately 16 acre site, located between Trenery Drive and Cameron Avenue, into <br /> 29 single-family home lots and 10 very small lots to be conveyed to and merged with <br /> the adjacent property, consistent with the PUD development plan for this site. <br /> Tract 7721 includes construction of a new loop street, Cameron Place. The loop street <br /> ties to Cameron Avenue on both ends. <br /> The Engineering staff, Planning staff, and the City Attorney's Office have reviewed the <br /> Final Map, improvement plans and other legal documents for Tract 7721. All submittals <br /> are in substantial conformance with the PUD and Tentative Map approvals. <br /> Development fees have been paid and a signed Subdivision Agreement has been <br /> submitted. <br /> DISCUSSION <br /> Proposed Improvements <br /> The development proposes one new public street within the boundaries of the tract <br /> which will provide access to 28 lots. An additional lot fronts Trenery Drive (a private <br /> street) from which it will be accessible. The water, storm sewer and sanitary sewer lines <br /> within this subdivision will be public and will be maintained by the City. The storm water <br /> treatment area to clean the storm water run-off from public street and private lots will be <br /> maintained by the Home Owners' Association. <br /> Existing Cameron Avenue along the project frontage will be reconstructed to create a <br /> curvilinear alignment to create traffic calming. <br /> Discretion to Deny the Final Map <br /> The approval of a Final Map when the Final Map substantially complies with the <br /> conditions of the tentative map is a mandatory, ministerial act (Government Code, <br /> Section 66474.1). Put another way, a Final Map shall be disapproved only for failure to <br /> meet conditions that were applicable at the time the Tentative Map was approved. If the <br /> Final Map is disapproved, there must be a finding identifying the conditions which were <br /> not met (Government Code, section 66473). <br /> Staff has reviewed the conditions of approval of the Tentative Map, and finds that all <br /> have been satisfied and that the Final Map complies with the conditions of the Tentative <br /> Map. <br /> Page 2 of 3 <br />
