These amounts include a pro-rata share of the overall core water and sewer systems <br /> including water and sewer laterals within the HVSP. These amounts do not include <br /> permit fees, LAFCo fees, sewer and water connection fees. Sewer and water <br /> connection fees are paid at time of obtaining a building permit. <br /> Preannexation and Provisions of Water and Sanitary Sewer Agreement <br /> Historically, when an owner of property located outside the City limits requests sewer <br /> and water services, the City has granted such a request only after determining that the <br /> property's use is consistent with the City's General Plan, and after the property owner <br /> enters into a preannexation agreement. This agreement allows the owner to connect to <br /> the City's sewer and water systems prior to the property being annexed to the City, <br /> providing the following requirements are met: the property owner agrees to (a) pay the <br /> sewer and water connection fees; (b) pay all costs associated with extending the sewer <br /> and water systems to serve this property; (c) pay all costs associated with the connection <br /> to and use of the sewer and water systems; (d) abandon the existing septic system on <br /> the property; (e) pay all City and County processing fees for LAFCo approval; and (f) <br /> support any subsequent annexation initiative that may occur. <br /> Proposed new residences in the County requesting City services such as sewer and <br /> water services are subject to pay the difference between the City and the County <br /> development impact fees for a single-family residence. These impact fees consist of <br /> Park-in-Lieu, Public Facilities, Lower Income Housing, and Traffic Impact (local fee). <br /> The current difference is $17,027. This fee would apply to the Mix property. <br /> DISCUSSION <br /> The City normally requires that properties annex to the City in order to receive City utility <br /> services. These parcels are contiguous to the City Limit boundary on one side and <br /> would require annexation of other parcels to make these logical annexations. <br /> At this time, staff recommends authorizing the water and sewer connections the three <br /> parcels with an agreement to annex at some future date as part of a larger annexation <br /> area.
