BACKGROUND <br /> Tract 8103 "Ironwood" is the last phase of Ironwood Active Adult development by <br /> Ponderosa Homes. The property is located on the north side of the Operations Services <br /> Center as shown on the attached vicinity map (Attachment 1). <br /> On April 15, 2009, the Planning Commission approved an application by Ponderosa <br /> Homes for the Tract 8004 Vesting Tentative Map. The Tentative Map subdivides an <br /> approximately 23.1-acre site located off Reimers Drive (now Bradford Way) in the <br /> Ironwood Planned Unit Development into 110 single-family home lots, plus four <br /> common area parcels. <br /> On September 15, 2009, the City Council approved Tract 8004 creating three residential <br /> lots and five large parcels for future subdivision. Subsequently the City Council has <br /> approved Final Maps and improvement plans for two other subdivisions within the <br /> original boundary of Tract 8004. <br /> Tract 8103, the last phase of the development, will construct the extension of Chatham <br /> Place and Chatham Court in a southerly direction, and Denton Court which intersects <br /> Chatham Court (as shown on Attachment 2). <br /> The Engineering staff, Planning staff, and the City Attorney's Office have reviewed the <br /> Final Map and other legal documents for Tract 8103. All submittals are in substantial <br /> conformance with the PUD and Tentative Map approvals. Development fees have been <br /> paid and a signed subdivision agreement has been submitted. <br /> DISCUSSION <br /> Proposed Improvements <br /> Like the other phases of the Ironwood Active Adult, this phase has no public streets. All <br /> streets within Tract 8103 are private. The water and sewer within these private streets <br /> will be maintained by the City, whereas the storm drain system will be private and will <br /> be maintained by the Home Owners Association. <br /> Trail Connection <br /> An eight-foot wide unpaved trail will be completed adjacent to the northern boundary of <br /> this development. This trail starts at the Mohr Avenue/Irongate Court intersection and <br /> heads easterly within the former Mohr Avenue right-of-way to provide access to the <br /> East Pleasanton Specific Plan area. Residents of the Ironwood Active Adult <br /> development will have access to this trail (via a locked gate). <br /> Discretion to Deny the Final Map <br /> The approval of a Final Map when the Final substantially complies with the conditions of <br /> the Tentative Map is a mandatory, ministerial act (Government Code, Section 66474.1). <br /> Put another way, a Final Map shall be disapproved only for failure to meet conditions <br /> that were applicable at the time the Tentative Map was approved.
