BACKGROUND <br /> Previous FPPC Regulation section 18705.5 was recently interpreted to apply to <br /> appointment of city council members to various boards and commissions that council <br /> members typically sit on. Thus, council members were disqualified from voting when it <br /> would result in approving their own appointments to board and commissions that pay <br /> stipends in excess of $250 or more within any 12 month period. Pleasanton City <br /> Council members typically sit on a couple of boards that exceed the $250 threshold. <br /> Last year, to ensure compliance with that regulation, the City Council engaged in a <br /> game of musical chairs of recusals and leaving the meeting room in order to approve <br /> routine appointments to different boards and commissions. <br /> DISCUSSION <br /> In light of the newly revised Regulation section 18705.5 promulgated by the FPPC in <br /> March of this year, the City Clerk has prepared a Form 806 reflecting which Council <br /> members sit on which boards and commissions that pay a stipend in excess of $250 in <br /> a 12 month period, the amount of stipend provided, and the expected duration of the <br /> term of the appointment.
