Legislative Update by Senator Mark DeSaulnier, 7`" District <br /> Senator DeSaulnier explained the effects of the upcoming redistricting and provided the Council with a <br /> legislative update memorandum. He assured the Council and public that he would work to ensure as <br /> seamless a transition as possible. He introduced Senator Ellen Corbett and thanked her for allowing <br /> him to speak in front of her current district. <br /> 17. Presentation by Tulancingo Sister City Association <br /> Jorge Victoria, Pleasanton Tulancingo Sister City Association President, shared highlights from the <br /> recent 29`h anniversary visit to Tulancingo, Mexico. This year's delegation consisted of 17 Pleasanton <br /> residents, all of whom were warmly welcomed by their sister city. He extended personal greetings from <br /> Tulancingo's new Presidente and presented the Mayor with a sculpture, titled "Amistad del Corazon," <br /> from Tulancingo. <br /> 18. Removed from the agenda — Presentation of Sustainability Partners Awards <br /> 19. Proclamation of July 4, 2012 "Celebrating Freedom and its Evolution since the Revolution" <br /> Mayor Hosterman introduced Ward Belding and members of the Celebrating July 4`" organization. <br /> Mr. Belding introduced fellow members Jerry Long, Jack Dove and Les Damon. He urged all citizens to <br /> join them for a wonderful program starting at noon on the 4th at Wayside Park. On behalf of his <br /> colleagues, he thanked the Council for the proclamation. <br /> Mayor Hosterman read the proclamation. <br /> 20. Public Comment <br /> Greg Titus was introduced by the Mayor and then welcomed Voices in Harmony, Northern California's <br /> premier men's a cappella chorus, who provided a brief performance. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 21. a. Concurrent City Council / Library Board of Trustees item: Adopt a resolution accepting the <br /> 2012/13FY Mid-Term Operating Budget <br /> Director of Finance Wagner presented the Mid-Term Operating Budget update. She stated that while <br /> net revenues increased only $40,000 over original projections, many major changes occurred within <br /> individual categories. While the Hotel/motel tax, business license tax, and development revenues <br /> increased a total of nearly $1.1 million, the City experienced significant decreases in the following <br /> areas: Property tax revenues ($700,659), Recreation revenues, Interest earnings ($190,000), and <br /> Vehicle License Fees. The City experienced a Sales Tax revenue increase of nearly $800,000; <br /> however, this is offset by payments made to the City of Livermore for a reallocation of taxes collected in <br /> City Council Minutes Page 3 of 10 June 19,2012 <br />
