BACKGROUND
On May 3, 2011, the City Council adopted the Planning Commissions recommendation
to re-evaluate the Downtown Historic Preservation policies, guidelines, and processes
as a Council Priority.
At its October 18, 2011 meeting, the City Council approved the creation of an ad hoc
Task Force to consist of seven members---two Planning Commissioners and five at-
large Pleasanton residents.
Following the assembly of the Task Force and review of the existing regulations and
documentation, the Task Force desires to have a document that connects the City's
history to the built environment and provides a basis on which to evaluate the
significance of potential historic resources of the City. Based on staffs research and a
recommendation by the State Historian, Marie Nelson, a Local Historic Context
Statement will provide the foundation that is desired.
CONSULTANT SELECTION PROCESS
The City issued a Request for Proposal to historic consultants on May 10, 2012, and
based on the responses, interviews, and prior work experience, staff selected
Architectural Resources Group. The Draft Professional Services Agreement with
Architectural Resources Group is Attachment 1.
PROPOSAL
Architectural Resources Group's proposed work scope and budget is included as
Attachment 1, Exhibit A. The scope of work outlines a public participation process done
in conjunction with the Historic Preservation Task Force meetings, research, and
document preparation, presentation, and finalization. The draft document will be
reviewed by the Historic Preservation Task Force and the final document will be brought
to the Council for review and adoption.
SCHEDULE
The proposed schedule for the completion of the Local Historic Context Statement is as
follows:
Milestone: Date:
Submittal of Proposal May 28, 2012
Award of contract June 11, 2012
Draft Local Historic Context document July 31,2012
available to the public and the Historic
Preservation Task Force
Receipt of comments from the Historic August 15, 2012*
Preservation Task Force
Consultant addresses comments from the September 3,2012*
Historic Preservation Task Force and
prepares a revised Local Historic Context
document (administrative and final)
*Approximate date
