(with a minimum depth of 60 feet) is required with the same retail and service uses
allowed as in the Hacienda TOD standards and design guidelines. Other development
standards and design guidelines address streets, drives, trails and plazas, BART
access and parking, building types, and architectural features.
The draft Standards and Guidelines for the BART Property were reviewed by the
Planning Commission on May 25, 2011. Minutes of this meeting are in Attachment 3.
PUBLIC INPUT
Both sets of standards and design guidelines are available on the City's website. In
addition, two community workshops were held (on April 30`h and May 5`h) with
approximately 30 attendees, who asked general questions about the development
process and had specific comments about individual sites (see Attachment 4). In
addition, the City received comments from James Paxson, General Manager of the
Hacienda Business Park and other interested parties (see Attachments 5-7). Some of
these comments included requests from potential developers of the housing sites for
changes to the standards and guidelines that they feel are necessary to accommodate
future projects they have in mind. At this time, staff recommends that these exceptions
are considered when a project application is made. At that time these issues can be
considered in the context of the proposed development and as exceptions to standards
or an alternatives method of meeting the intent of the document where the strict
application of a guideline is infeasible and/or undesirable.
Submitted by: Approved by:
Brian Dolan Nelson Fialho
Director of Community City Manager
Development
Attachments:
1.
