Art Dao, Executive Director of Alameda County Transportation Commission, stated that historical <br /> funding sources are no longer available for continued investment in local infrastructure, which is the <br /> primary reason behind the evergreen tax. The Commission has proven its ability to not only deliver, but <br /> to deliver early on its promises to the voters by completing 20 years worth of capital projects in only 10 <br /> with the current tax measure. If fortunate enough to receive voter approval in November, the estimated <br /> $7.7 billion in estimated funds will support transportation needs over the 30 years. He noted that while <br /> the tax would continue in perpetuity, the Commission is proposing to return to the voters every 20 years <br /> to vote on a new expenditure plan. <br /> City Manager Fialho clarified that the Council is not being asked to support or justify the measure, but <br /> really whether or not to support placing the measure on the ballot. The Commission has already <br /> achieved majority support to place the item on the ballot but is still aiming for a unanimous approach to <br /> the expenditure plan. The plan lays out funding for local streets and addresses the major project of <br /> State Route 84. It is up to the voters to decide whether or not that is important. <br /> Councilmember Cook-Kallio said she favored placing this on the ballot and trusted that the County <br /> would properly educate the public on what is at stake. <br /> Councilmember McGovern disagreed, stating that transportation issues have become much politicized <br /> in Alameda County. Her position was not an indictment on the plan's projects, more that the ballot item <br /> needed to be rewritten. <br /> Councilmember Thorne said he could not support the measure, therefore could not support placing it <br /> on the ballot. <br /> Mayor Hosterman voiced her support for the item and reauthorization of Measure B. <br /> 6. Accepted public improvements performed by O'Grady Paving, Inc. for the Annual Resurfacing of <br /> Various City Streets project, CIP No. 115003, authorized the City Clerk to file Notice of <br /> Completion; payment of retention in the amount of $217,893.95 and authorized the transfer of <br /> $24,258.12 from CIP no. 085055 and $3,741.88 from CIP No. 105055 to Project No. 115003 for <br /> speed lump installation <br /> 7. Approved third amendment to the agreement for maintenance of State Highways in the City of <br /> Pleasanton <br /> 8. Accepted public improvements performed by Tim Paxin's Pacific Excavation, Inc. for Traffic Signal <br /> Installation at the Intersection of West Las Positas Boulevard and Muirwood Drive, CIP No. <br /> 095032, and Intersection Improvements at Stoneridge Drive and Stoneridge Mall Road, CIP No. <br /> 105032; authorized the City Clerk to file Notice of completion; payment of the retention in the <br /> amount of $43,612.24; the transfer of the CIP No. 095033 project balance of $6,471 and the CIP <br /> No. 105032 project balance of$32,272 into the Measure B fund balance <br /> 9. Accepted public improvements performed by Rosas Brothers Construction for the Annual Curb <br /> and Gutter Replacement project, CIP No. 105009; authorized the City Clerk to file a Notice of <br /> Completion; payment of the retention in the amount of $23,320.33; authorized the transfer of the <br /> remaining funds in the amount of $1,287 to the Streets Capital Improvement (CIP) fund for future <br /> streets CIP projects and close out the Annual Curb and gutter Replacement Project CIP No <br /> 105009 <br /> Finance <br /> 10. Waived full reading and adopted Resolution No. 12-517 approving the Investment Policy and <br /> Guidelines of the City of Pleasanton <br /> City Council Minutes Page 2 of 13 April 17, 2012 <br />
